وكما يتبيﱠن من الفقرة ١٦ من التقرير انخفضت الاحتياجات بالمقارنة بفترة اﻹثني عشر شهرا السابقة في جميع البنود باستثناء تكاليف اﻷفراد العسكريين والمدنيين.

Unencumbered balances under military and civilian personnel costs resulted from delays in the arrival of civilian police and of one military contingent, the latter owing to the last-minute withdrawal of a troop contributor and the mobilization time required for the deployment of its replacement.
