The principle here is that every citizen must be given the right to form and join trade unions, whether in association with others or by subscribing to a trade union of his choice, subject only to the rules of the organization concerned, for the promotion and protection of his economic and social interests. No restrictions may be placed on the exercise of this right other than those prescribed by law.
303- يقتضي هذا المبدأ أنّ لكلّ مواطن الحقّ في تكوين النقابات والانضمام إليها سواءُ بالاشتراك مع الآخرين أو في الانضمام إلى النقابة التي يختارها دونما قيد سوى قواعد المنظمة المعنية بهدف تعزيز مصالحه الاقتصادية والاجتماعية وحمايتها وعدم إخضاع ممارسة هذا الحق لأية قيود غير تلك التي نصّ عليها القانون.

163. In addition to the information contained in Morocco's second periodic report (E/1990/6/Add.20, paras. 106-112), it is important to reiterate that the right to form and join trade unions is guaranteed by Moroccan legislation.
163- علاوة على المعلومات التي يحويها التقرير الدوري الثاني الذي قدمه المغرب (E/1990/6/Add.20، الفقرات من 106 إلى 112)، من المهم التأكيد مجدداً على أن التشريعات المغربية تكفل حق تكوين النقابات والانضمام إليها.

80. There are no restrictions on the right to join and form trade unions, the only exception being members of the police service, who may join the Police Federation, as outlined in sections 12 and 13 of the Police Act 1993.
