ويُستخدم هذا التعبير للدلالة على أن دولة طبقة المياه الجوفية لا يقع عليها التزام بأن توفّر، كواجب قانوني عام، سوى تلك البيانات والمعلومات التي تكون متوفرة لديها بيُسر ومنها مثلاً البيانات والمعلومات التي تكون قد جمَّعتها بالفعل لكي تستخدمها هي أو البيانات والمعلومات التي يمكن الحصول عليها بسهولة.
