21. The travaux préparatoires should indicate that interpretation of article 12 should take into account the principle in international law that property belonging to a foreign State and used for non-commercial purposes may not be confiscated except with the consent of the foreign State.
21- ينبغي أن يذكر في " الأعمال التحضيرية " أن تفسير المادة 12 يأخذ بعين الاعتبار المبدأ الوارد في القانون الدولي والقائل بأنه لا يجوز مصادرة أي ممتلكات تعود الى دولة أجنبية وتستخدم في أغراض غير تجارية إلا بموافقة تلك الدولة الأجنبية.

(5) When the National Director declines to prosecute, and another foreign State has jurisdiction over the offence concerned, he or she must inform such foreign State, accordingly with the view to the surrender of such person to such foreign State for prosecution by that State.
(5) إذا عدل المدير الوطني عن المقاضاة، وكان لدولة أجنبية أخرى اختصاص النظر في الجريمة المعنية، فإنه يتعين عليه أن يبلغ تلك الدولة الأجنبية بذلك بغية تسليم ذلك الشخص إلى تلك الدولة الأجنبية بغرض مقاضاته في تلك الدولة.

7. Section 17 empowers the Minister to declare a foreign State as a prescribed foreign State eligible to request assistance in a criminal matter from Malaysia if there is in force a treaty or other agreement between Malaysia and that foreign state under which that foreign state has agreed to provide assistance in criminal matters to Malaysia.
7 - وتخوِّل المادة 17 للوزير إعلان دولة أجنبية دولة أجنبية محددة مؤهلة لطلب المساعدة في مسألة جنائية من ماليزيا إذا كان بين ماليزيا وتلك الدولة الأجنبية معاهدة أو اتفاق آخر وافقت تلك الدولة الأجنبية بموجبه على تقديم المساعدة في المسائل الجنائية لماليزيا.

(g) the docking in or passage through The Bahamas by ships registered in that foreign state or used, leased or chartered, in whole or in part, by or on behalf of or for the benefit of that foreign state or a person in that foreign state; and

64. Under article 502 of the Code of Criminal Procedure, the authority to bring a criminal prosecution against a national of Azerbaijan suspected of committing an offence in a foreign State resides with the prosecuting authority of Azerbaijan, on the basis of an official request from the competent authority of that foreign state and in accordance with the legislation of Azerbaijan.
64 - وبموجب المادة 502 من قانون الإجراءات الجنائية، فإن سلطة إقامة الدعوى الجنائية ضد أحد رعايا أذربيجان يشتبه في ارتكابه جناية في دولة أجنبية، هي سلطة مخولة لهيئة الادعاء في أذربيجان، بناء على طلب رسمي مقدم من السلطة المختصة في تلك الدولة الأجنبية وبما يتفق مع التشريع الأذربيجاني.

(a) any dealing by any person in The Bahamas or Bahamian outside The Bahamas in any property wherever situated held by or on behalf of that foreign state, any person in that foreign state, or a national of that foreign state who does not ordinarily reside in The Bahamas;
(أ) أي تعامل يقوم به أي شخص في جزر البهاما أو أي مواطن من مواطني جزر البهاما الموجودين خارج جزر البهاما فيما يتعلق بأي ممتلكات، أيا كان مكان وجودها، تكون تحت سيطرة تلك الدولة الأجنبية، أو سيطرة تتم نيابة عن تلك الدولة الأجنبية، أو أي شخص في تلك الدولة الأجنبية، أو أحد رعايا تلك الدولة الأجنبية من غير المقيمين عادة في جزر البهاما؛

(b) the exportation, sale, supply or shipment by any person in The Bahamas or Bahamian outside The Bahamas of any goods wherever situated to that foreign state, or any other dealing by any person in The Bahamas or Bahamian outside The Bahamas in any goods wherever situated destined for that foreign state or any person in that foreign state;
(ب) تصدير أو بيع أو شحن أي سلع أيا كان مكان وجودها، بواسطة أي شخص في جزر البهاما أو أي مواطن من مواطني جزر البهاما الموجودين خارج جزر البهاما، لتلك الدولة الأجنبية، أو أي تعامل آخر لأي شخص آخر موجود في جزر البهاما أو لمواطن من مواطني جزر البهاما الموجودين خارج جزر البهاما بشأن أي سلع، أيا كان مكان وجودها، تكون متجهة إلى تلك الدولة الأجنبية أو لأي شخص في تلك الدولة الأجنبية؛

(c) the importation, purchase, acquisition or shipment by any person in The Bahamas or Bahamian outside The Bahamas of any goods that are exported, supplied or shipped from that foreign state after a date specified in the order or regulations, or any other dealing by any person in The Bahamas or Bahamian outside The Bahamas in any such goods;
(ج) استيراد أو شراء أو حيازة أو شحن أي سلع مستوردة أو موردة أو مشحونة من تلك الدولة الأجنبية بعد تاريخ صدور الأوامر أو القواعد بواسطة أي شخص في جزر البهاما، أو أي مواطن من مواطني جزر البهاما الموجودين خارج جزر البهاما، أو أي تعامل آخر في أي من هذه السلع لأي شخص موجود في جزر البهاما أو لمواطن من مواطني جزر البهاما الموجودين خارج جزر البهاما؛

29. Chapter 72, " Execution in a Foreign State of a Sentence Imposed in Latvia " , of the Criminal Procedure Law provides that the execution in a foreign State of a sentence imposed in Latvia is the recognition of the justification and lawfulness of such sentence and the execution thereof, in accordance with the same procedures as if the sentence were specified in criminal proceedings taking place in the foreign State.
29 - وينص الفصل 72، المعنون " التنفيذ في دولة أجنبية لحكم صدر في لاتفيا " ، من قانون الإجراءات الجنائية على أن التنفيذ في دولة أجنبية لحكم صدر في لاتفيا اعتراف بمبررات هذا الحكم وشرعيته وتنفيذه وفقا لنفس الإجراءات، كما لو كان الحكم الصادر منصوصا عليه في إجراءات جنائية تحدث في تلك الدولة الأجنبية.

" 1. The spouse of a diplomat who has been assigned to serve in a diplomatic office in a foreign State, upon return from the foreign State, shall be reinstated in his or her job in a State institution and shall receive a wage no lower than that he or she received before departure to the foreign State, unless otherwise specified by law.
" 1 - زوج الدبلوماسي الذي يوفد إلى العمل في مكتب دبلوماسي في دولة أجنبية، يعاد بعد رجوعه من تلك الدولة الأجنبية إلى وظيفته في مؤسسة حكومية ويحصل على أجر لا يقل عن الأجر الذي كان يحصل عليه قبل مغادرة البلد إلى الدولة الأجنبية ما لم ينص القانون على خلاف ذلك.

1. A national of Turkmenistan sentenced to imprisonment by a court of a foreign State, his legal representative or a close relative or the competent body of the foreign State may, with the consent of the convicted person, send a request to the General Prosecutor of Turkmenistan for that person to serve his sentence in Turkmenistan.
1 - يجوز للمواطن التركماني الذي تحكم عليه محكمة تابعة لدولة أجنبية بالسجن، ولمحامية أو شخص من أقاربه، ويجوز كذلك للهيئة المختصة في تلك الدولة الأجنبية بموافقة المحكوم عليه، التقدم بطلب إلى المدعي العام التركماني من أجل تنفيذ ذلك الشخص للعقوبة في تركمانستان؛

" Any person accused or convicted of an extraditable offence committed within the jurisdiction of a foreign State which is not a party to an extradition agreement shall be liable to be surrendered to such foreign State, if the President has in writing consented to his or her being so surrendered. "
" كل شخص متهم أو مدان بجريمة تستوجب التسليم وتكون مرتكبة ضمن الولاية القضائية لدولة أجنبية ليست طرفا في اتفاقية لتسليم المجرمين معرض للتسليم إلى تلك الدولة الأجنبية إذا وافق الرئيس كتابة على هذا التسليم " .

In accordance with Article 32 of the Act, if the safety of Turkmen citizens cannot be ensured due to an emergency situation in a foreign State, the Government may impose a temporary restriction on travel to that State.
ويجوز لحكومة تركمانستان، بموجب المادة 32 من القانون، فرض قيود مؤقتة على السفر إلى أية دولة أجنبية في حالة تعذر ضمان أمن مواطنيها بسبب إعلان حالة الطوارئ في تلك الدولة الأجنبية.
