The Vienna Group considers that States parties should not engage in active nuclear cooperation with those States Parties that are in non-compliance with the terms of their Safeguards Agreements with the International Atomic Energy Agency (IAEA), as established by the IAEA Board of Governors, unless such cooperation is consistent with relevant decisions of the Board of Governors or the Security Council.
5 - وترى مجموعة فيينا أنه لا ينبغي للدول الأطراف إقامة تعاون نووي نشط مع تلك الدول الأطراف التي لا تمتثل لشروط اتفاقات الضمانات التي أبرمتها مع الوكالة الدولية للطاقة الذرية، بالصيغة التي وضعها مجلس محافظي الوكالة، إلا إذا كان هذا التعاون متسقاً مع القرارات ذات الصلة لمجلس المحافظين أو مجلس الأمن.

6. As we have already explained in the aide-mémoire which is, we believe, distributed to all States parties, any action in connection with Yugoslavia's participation in this meeting is unfounded and inconsistent with the letter and spirit of the Convention and the rules of procedure for this meeting and, therefore, shall be the sole responsibility of those States parties which initiated and supported such action.
وكما أوضحنا بالفعل في المذكرة التي نعتقد أنها عُممت على جميع الدول اﻷطراف، أن أي إجراء فيما يتعلق باشتراك يوغوسلافيا في هذا الاجتماع يعتبر غير قائم على أساس وغير متساوق مع نص وروح الاتفاقية والنظام الداخلي لهذا الاجتماع ولذلك فإن المسؤولية الوحيدة عنه تقع على عاتق تلك الدول اﻷطراف التي دعت الى اتخاذ هذا اﻹجراء وأيدته.
