4. During a period of deferred compliance pursuant to paragraph 3 of this Article, a High Contracting Party shall not use cluster munitions, other than those described in Technical Annex B, except:

3. It is prohibited for a High Contracting Party to transfer any cluster munitions produced on or after 1 January 1990, other than those described in Technical Annex B.
3- يُحظر على الطرف المتعاقد السامي نقل الذخائر العنقودية المنتجة في أو بعد 1 كانون الثاني/يناير 1990، غير تلك المبينة في المرفق التقني `باء`.

2. It is prohibited for a High Contracting Party to transfer cluster munitions produced after 1 January 1980, other than those described in Technical Annex B.
2- يُحظر على الطرف المتعاقد السامي نقل الذخائر العنقودية المنتجة بعد 1 كانون الثاني/يناير 1980 غير تلك المبينة في المرفق التقني باء.

2. It is prohibited for a High Contracting Party to transfer any cluster munitions produced between 1 January 1980 and 1 January 1990, other than those described in Technical Annex B where that transfer is pursuant to security cooperation agreements or arrangements existing at the time of the entry into force of this Protocol.
2- يُحظر على الطرف المتعاقد السامي نقل الذخائر العنقودية المنتجة خلال الفترة من 1 كانون الثاني/يناير 1980 و1 كانون الثاني/يناير 1990، غير تلك المبينة في المرفق التقني `باء` وحيث يكون هذا النقل وفقاً لاتفاقات التعاون الأمني أو الترتيبات القائمة وقت بدء نفاذ هذا البروتوكول.

2. It is prohibited for a High Contracting Party to transfer any cluster munitions produced between 1 January 1980 and 1 January 1990, other than those described in Technical Annex B where that transfer is pursuant to security cooperation agreements or arrangements existing at the time of the entry into force of this Protocol.
2- يُحظر على الطرف المتعاقد السامي نقل الذخائر العنقودية المنتجة خلال الفترة من 1 كانون الثاني/يناير 1980 و1 كانون الثاني/يناير 1990، غير تلك المبينة في المرفق التقني `باء` على أن يكون هذا النقل وفقاً لاتفاقات التعاون الأمني أو الترتيبات القائمة وقت بدء نفاذ هذا البروتوكول.

1. It is prohibited for a High Contracting Party or a party to a conflict to use, develop, produce, otherwise acquire, stockpile or retain cluster munitions produced after 1 January 1980, other than those described in Technical Annex B.
1- يُحظر على طرف متعاقد سام أو طرف في نزاع استعمال ذخائر عنقودية منتجة بعد 1 كانون الثاني/يناير 1980 غير تلك المبينة في المرفق التقني باء أو استحداثها أو إنتاجها أو حيازتها بطريقة أخرى أو تخزينها أو الاحتفاظ بها.

3. During a period of deferred compliance pursuant to paragraph 2 of this Article, a High Contracting Party shall only use cluster munitions, other than those described in Technical Annex B, after approval by its highest-ranking operational commander in the area of operations or by the appropriate politically mandated operational authority.
3- خلال فترة تأجيل الامتثال بموجب الفقرة 2 من هذه المادة، لا يستخدم الطرف المتعاقد السامي الذخائر العنقودية غير تلك المبينة في المرفق التقني باء إلا بعد موافقة صادرة عن القائد الأعلى رتبة في مسرح العمليات أو عن سلطة العمليات المناسبة المفوّضة سياسياً؛

5. During a period of deferred compliance pursuant to paragraph 3 of this Article, a High Contracting Party shall not transfer any cluster munition or submunition, other than those described in Technical Annex B, unless the recipient State agrees to:
5- يمتنع الطرف المتعاقد السامي أثناء فترة تأجيل الامتثال عملاً بالفقرة 3 من هذه المادة عن نقل أي ذخيرة عنقودية أو ذخيرة فرعية غير تلك المبينة في المرفق التقني باء، إلا إذا وافقت الدولة المتلقية على ما يلي:
