34. It was stressed that the obligation to comply with management measures of regional fisheries management organizations and arrangements rested on States members themselves, and that those members ultimately bore primary responsibility when those organizations and arrangements failed to achieve conservation objectives.

That belief had led the United States to encourage those organizations and arrangements which managed straddling and highly migratory fish stocks to apply provisionally key provisions of the Agreement, such as those related to the precautionary approach, transparency, participation by new members, compliance and enforcement and fishing activities of non-members and non-participants, before its entry into force.

The view was expressed that those organizations and arrangements should have funds available to assist developing States directly, as WCPFC and the South East Atlantic Fisheries Organization (SEAFO) already did, as recommended in the Chatham House report on best practices (www.chathamhouse.org.uk/files/ 9710_rfmo0807.pdf).

(م) حثّ المجتمع الدولي على التعاون من أجل تنفيذ المسؤوليات المشتركة في إطار المنظمات والترتيبات الإقليمية لإدارة مصائد الأسماك، بهدف تمكين الدول الجزرية الصغيرة النامية من الاستفادة من الإدارة المستدامة للأرصدة السمكية المتداخلة المناطق والكثيرة الارتحال التي تشملها تلك المنظمات والترتيبات الإقليمية لإدارة مصائد الأسماك؛
