المادة 24 - تلتزم الدول بوضع أنظمة لمنع تلوث البحار الناجم عن تصريف النفط من السفن

" States shall take all possible steps to prevent pollution of the seas by substances that are liable to create hazards to human health, to harm living resources and marine life, to damage amenities or to interfere with other legitimate uses of the sea.
يجب على الدول اتخاذ جميع الخطوات الممكنة لمنع تلوث البحار بمواد تهدد صحة الانسان بالخطر وتضر بالموارد الحيﱠة والحياة البحرية وتضر بالمنافع أو تتداخل مع سائر الاستخدامات المشروعة للبحار.

(b) Promote the exchange of experiences, lessons learned and knowledge on the implementation of regional measures to address pollution of the seas stemming from the land;
(ب) تنهض بتبادل الخبرات والدروس المستفادة والمعارف بشأن تنفيذ التدابير الإقليمية لمعالجة تلوث البحار الناجم من البر؛

2. The pollution of the seas and oceans, which has caused great concern but was overshadowed by other threats such as the exhaustion of stocks and the destruction of habitats, has returned to the forefront of international concern.
