First, the Treaty's preamble expresses the desire of all States parties to end the nuclear arms race at the earliest possible date, and to ease international tensions and strengthen trust between states in order to facilitate the elimination of nuclear weapons pursuant to a treaty on general and complete disarmament.

II(1)). Another such instrument is the European Convention on State Immunity, which states in article 12(1):

All States parties are obliged to provide in their criminal legislation for an appropriate punishment of the perpetrators of crimes against internationally protected persons, taking into account the severity of the crimes committed.
