2. To request the [12] Parties listed in paragraph 1 to submit to the Secretariat as a matter of urgency and no later than 29 February 2008, for consideration by the Implementation Committee under the Non-Compliance Procedure of the Montreal Protocol at its fortieth meeting, a plan of action to ensure a prompt establishment and operation of import and export licensing systems;
