It also encouraged the effective implementation of temporary special measures to accelerate the achievement of the de facto equality between women and men in all areas of the Convention.

17. The Committee encourages the State party to provide for specific legislation for the implementation of temporary special measures in accordance with article 4, paragraph 1, of the Convention and the Committee's general recommendation No. 25 in order to accelerate the realization of women's de facto equality with men in all areas.
17 - وتشجع اللجنة الدولة الطرف على وضع قانون خاص عن تنفيذ التدابير الخاصة المؤقتة وفقا للفقرة 1 من المادة 4 من الاتفاقية والتوصية العامة للجنة رقم 25 بهدف التعجيل بتحقيق المساواة بين المرأة والرجل بحكم الواقع في جميع المجالات.

It further recommends that the State party effectively implement temporary special measures in accordance with article 4, paragraph 1, of the Convention and with the Committee's general recommendation 25, in order to accelerate the realization of women's substantive equality with men in all areas, in particular with regard to women's participation in decision-making and access to employment and education.
وتوصي كذلك الدولة الطرف بأن تعمل على تنفيذ التدابير الخاصة المؤقتة تنفيذا فعليا، وفقا للفقرة 1 من المادة 4 من الاتفاقية وللتوصية العامة 25 الصادرة عن اللجنة، وذلك قصد التعجيل بتحقيق المساواة الفعلية بين المرأة والرجل في جميع المجالات، ولا سيما فيما يتعلق بمشاركة المرأة في اتخاذ القرار وحصولها على العمل والتعليم.

(a) implement temporary special measures in various forms, such as outreach and support programmes, quotas and other proactive and results-oriented measures aimed at achieving substantive equality of women with men in all areas, including for the empowerment of rural women, and encourage their use both in the public and private sectors;

The report mentions some quotas in education and employment, however, it does not provide a clear picture of the application of temporary special measures in the State party and indicates (para. 54) that " government determination must be accompanied by a proactive attitude on the part of women " .
