The Working Group recommended that sufficient financial resources be made available in order to effectively meet the technical assistance needs identified by States parties for the implementation of chapter II of the Convention.
24- وأوصى الفريقُ العامل بتوفير قدر كاف من الموارد المالية من أجل تحقيق الفعالية في تلبية احتياجات المساعدة التقنية التي تحددها الدول الأطراف فيما يخص تنفيذ الفصل الثاني من الاتفاقية.

In particular, the desire was expressed to devote more time to in-depth discussions for the purpose of identifying practical, concrete measures to foster the implementation of chapter II of the Convention.
وأُعرب، بصفة خاصّة، عن الرغبة في زيادة الوقت المخصص لإجراء مناقشات متعمّقة بغرض استبانة تدابير عملية ملموسة لتعزيز تنفيذ الفصل الثاني من الاتفاقية.

The plan, which had been reaffirmed by the Conference, in resolution 5/4, provided a framework for the substantive discussions on individual provisions of the Convention and assisted States parties in their preparation for the review of the implementation of chapter II of the Convention.

ولعلّ المؤتمر يودّ أيضا أن ينظر في إمكانية قيام الفريق العامل مستقبلاً بإسداء المشورة للمؤتمر ومساعدته في تنفيذ ولاياته بشأن منع الفساد، ولا سيما في التحضير لاستعراض تنفيذ الفصل الثاني من الاتفاقية في الدورة الاستعراضية القادمة، المقرر بدؤها في عام 2015.

Particularly in preparation for the review of the implementation of chapter II of the Convention in the next review cycle, scheduled to commence in 2015, the Working Group may wish to discuss how it sees its role in support of the full implementation of chapter II of the Convention.

In considering the sub-item entitled " Expert consultations on the prevention of corruption " , the Conference may wish to focus its review on the implementation of chapter II of the Convention, on preventive measures, bearing in mind the interdependence of the various chapters of the Convention and the fact that they were designed to form an integral whole.
لعلّ المؤتمر يود عند النظر في البند الفرعي المعنون " مشاورات الخبراء بشأن منع الفساد " ، أن يركز استعراضه على تنفيذ الفصل الثاني من الاتفاقية المتعلق بالتدابير الوقائية، آخذا في الاعتبار ترابط مختلف فصول الاتفاقية وكونها وضعت لتشكل كلا متكاملا.

74. The Chair introduced the multi-year workplan of the Working Group for further consideration, noting that the Conference, in resolution 4/3, had decided to adopt such a plan to provide a framework for the substantive discussions of the meetings of the Working Group and assist States parties in their preparation for the review of the implementation of chapter II of the Convention.
74- قدَّم الرئيس عرضا أوّليا لخطة عمل الفريق العامل المتعددة السنوات لمواصلة النظر فيها، مشيراً إلى أنَّ المؤتمر قرَّر، في قراره 4/3، اعتماد خطة من هذا القبيل من أجل توفير إطار للمناقشات المواضيعية لاجتماعات الفريق العامل ومساعدة الدول الأطراف في إعدادها لاستعراض تنفيذ الفصل الثاني من الاتفاقية.

Speakers recognized the efforts made by the Working Group and underlined the usefulness of sharing information, experiences and good practices among States, as well as the importance of providing technical assistance to assist States with the implementation of chapter II of the Convention.
72- وقد سلَّم المتكلِّمون بالجهود التي يبذلها الفريق العامل، وأبرزوا فائدة التشارك في المعلومات والتجارب والممارسات الجيدة فيما بين الدول؛ وكذلك أبرزوا أهمية تقديم المساعدة التقنية من أجل مساعدة الدول على تنفيذ الفصل الثاني من الاتفاقية.

Speakers commended the efforts made by the Working Group on the Prevention of Corruption and underlined the usefulness of sharing information, experiences and good practices among States, as well as the importance of providing technical assistance in order to assist States with the implementation of chapter II of the Convention.
69- وأشاد المتكلِّمون بالجهود التي بذلها الفريق العامل المعني بمنع الفساد، وأبرزوا جدوى تبادل المعلومات والتجارب والممارسات الجيدة بين الدول، كما أبرزوا أهمية تقديم المساعدة التقنية من أجل مساعدة الدول على تنفيذ الفصل الثاني من الاتفاقية.

33. Encourages States parties to strive towards early reporting on the implementation of chapter II of the Convention, using the self-assessment checklist, with emphasis on evaluation of the effectiveness of existing prevention measures, the compilation of good practices and the identification of technical assistance needs, and takes note of the information already provided by some States parties to the Working Group, at its request;
33- يشجِّع الدولَ الأطرافَ على أن تحرص على التبكير بتقديم تقاريرها عن تنفيذ الفصل الثاني من الاتفاقية باستخدام قائمة التقييم الذاتي المرجعية، مع التركيز على تقييم فعالية التدابير الوقائية القائمة وتجميع الممارسات الجيِّدة واستبانة الاحتياجات اللازمة من المساعدة التقنية، ويحيط علما بالمعلومات التي سبق أن قدَّمتها بعض الدول الأطراف إلى الفريق العامل، بناءً على طلبه؛

75. A representative of the secretariat proposed that Member States might wish to address how the substantive discussion of the meetings of the Working Group, and the information provided by States parties to the secretariat in advance of those meetings, could be best used to assist States parties in their preparation for the review of the implementation of chapter II of the Convention.
75- واقترح ممثِّل للأمانة على الدول الأعضاء أن تتباحث حول الطريقة المثلى التي يمكن بها استخدام المناقشة المواضيعية لاجتماعات الفريق العامل، والمعلومات المقدَّمة من الدول الأطراف إلى الأمانة العامة قبل انعقاد تلك الاجتماعات، من أجل مساعدة الدول الأطراف في تحضيرها لاستعراض تنفيذ الفصل الثاني من الاتفاقية.

In opening the meeting, the Chair called on participants to use the meeting as an opportunity to discuss further possibilities for the Working Group on advising and assisting the Conference in implementing its mandates on the prevention of corruption, in particular in preparation for the review of the implementation of chapter II of the Convention in the second review cycle, to commence in 2015.
27- ولدى افتتاح الاجتماع، طلبت الرئيسةُ من المشاركين الاستفادةَ من الاجتماع باعتباره فرصة لمناقشة الإمكانيات الأخرى المتاحة أمام الفريق العامل لمواصلة تقديم المشورة إلى المؤتمر ومساعدته على تنفيذ الولايات المسندة إليه في مجال منع الفساد، ولا سيما في التحضير لاستعراض تنفيذ الفصل الثاني من الاتفاقية في دورة الاستعراض الثانية، التي من المقرّر أن تبدأ عام 2015.
