At its third session (New York, 11-28 April 1995), the Commission reviewed progress achieved in the implementation of the Forest Principles and chapter 11, in accordance with its multi-year programme of work.

The present report describes the preparatory work on programme element V.2 (Contribution to consensus-building towards further implementation of the Forest Principles) of the work programme of the Ad Hoc Intergovernmental Panel on Forests and provides background information to facilitate the initial discussion of the programme element.
يتضمن هــذا التقرير وصفـا لﻷعمال التحضيرية المتعلقـة بالعنصـر البرنامجــي الخامس - ٢ )المساهمة في بناء توافق في اﻵراء من أجــل مواصلة تنفيذ مبادئ الغابات( من برنامج عمـل الفريق الحكومي الدولي المفتوح بـاب العضويــة المخصص للغابات، كما يوفــر معلومات أساسية لتيسير المناقشة اﻷوليـة للعنصر البرنامجـي.

It was also stated that final conclusions and proposals for action under that programme element would need to take into account conclusions and proposals for action under programme element V.2 (Contribution to consensus-building towards the further implementation of the Forest Principles), which was to be considered at the fourth session of the Panel, since many of the issues of the two programme elements were closely interrelated.
وذكر أيضا أن الاستنتاجات ومقترحات العمل النهائية المشمولة في إطار ذلك العنصر البرنامجي ينبغي أن تأخذ في الاعتبار الاستنتاجات ومقترحات العمل المشمولة في إطار العنصر البرنامجي خامسا - ٢ )المساهمة في بناء توافق لﻵراء في سبيل مواصلة تنفيذ مبادئ الغابات(، التي سينظر فيها في الدورة الرابعة للفريق، نظرا إلى وجود ترابط وثيق بين العديد من القضايا المتضمنة في هذين العنصرين البرنامجيين.

I 1. Consider actions to promote progress through national forests and land-use plans and programmes in implementing the Forest Principles and chapter 11 and other chapters related to forests in Agenda 21, through an open, transparent and participatory process involving Governments and all interested parties, including major groups, particularly indigenous people and local communities.
١ - النظر في الاجراءات المتصلة بتشجيع التقدم من خلال الخطط والبرامج الوطنية لﻷحراج واستخدام اﻷراضي، في ميدان تنفيذ مبادئ الغابات والفصل ١١ والفصول اﻷخرى من جدول أعمال القرن ٢١ ذات الصلة بالغابات، وذلك عن طريق عملية صريحة واضحة قائمة على المشاركة، تتضمن الحكومات وكافة اﻷطراف المعنية، بما فيها الجماعات الرئيسية، وخاصة السكان اﻷصليين والمجتمعات المحلية.
