Since the signing of the Declaration of Principles on Interim Self-Government Arrangements by the Government of the State of Israel and the PLO, and at the request of the General Assembly, the Department has added to its activities assistance to the Palestinian people in the field of media development.
وقد قامت إدارة شؤون اﻹعلام، منذ توقيع إعلان المبادئ المتعلق بترتيبات الحكم الذاتي المؤقت من جانب حكومة دولة إسرائيل ومنظمة التحرير الفلسطينية. وبطلب من الجمعية العامة، بإضافة تقديم المساعدة إلى الشعب الفلسطيني في ميدان تنمية وسائط اﻹعلام إلى أنشطتها.

The following document, entitled Freedom of Expression, contains the guidelines used by the Swedish International Development Authority (SIDA) in media development cooperation to promote civil rights, media pluralism, political participation and diversity of cultural expression.
تتضمن الوثيقة التالية، المعنونة حرية التعبير، المبادئ التوجيهية التي تستخدمها الوكالة السويدية للتنمية الدولية في إطار التعاون على تنمية وسائط اﻹعلام بغية تعزيز الحقوق المدنية وتشجيع التعددية في مجال وسائط اﻹعلام والمشاركة السياسية والتنوع في مجال التعبير الثقافي.

5. The record to date shows difficulties with media development cooperation deriving primarily from various external constraints imposed on the media sector.

23. Under the comprehensive goal of defending freedom of expression, SIDA media development cooperation aims:
٢٣ - في إطار الهدف الشامل المتمثل في حماية حرية التعبير، يهدف التعاون في تنمية وسائط اﻹعلام الذي تضطلع به الوكالة السويدية للتنمية الدولية ما يلي:

As part of its special information programme on the question of Palestine, the Department organized at Madrid from 29 to 31 March 1995 a meeting on assistance to the Palestinian people in the field of media development.
ونظمت اﻹدارة في مدريد في الفترة من ٢٩ إلى ٣١ آذار/مارس ١٩٩٥، في إطار برنامجها اﻹعلامي الخاص بشأن قضية فلسطين، إجتماعا لتقديم المساعدة إلى الشعب الفلسطيني في ميدان تنمية وسائط اﻹعلام.

The CHAIRMAN invited the Chief of the Palestine and Decolonization Section of the Department of Public Information (DPI) to introduce a new DPI publication on Palestine and report on a DPI-sponsored seminar on assistance to the Palestinian people in the field of media development.
١٣ - الرئيس: دعا رئيس قسم فلسطين وإنهاء الاستعمار بإدارة شؤون اﻹعلام إلى تقديم منشور جديد لﻹدارة، واﻹفادة عن حلقة دراسية تشرف عليها اﻹدارة بشأن مساعدة الشعب الفلسطيني في ميدان تنمية وسائط اﻹعلام.

The Seminar on Assistance to the Palestinian People in the Field of media development had been organized by DPI in accordance with General Assembly resolution 49/62 C of 14 December 1994.
١٥ - وقامت اﻹدارة بتنظيم الحلقة الدراسية المعنية بتقديم المساعدة إلى الشعب الفلسطيني في ميدان تنمية وسائط اﻹعلام وفقا لقرار الجمعية العامة ٤٩/٦٢ جيم المؤرخ ١٤ كانون اﻷول/ديسمبر ١٩٩٤.

83. The Department has begun preparations for a " Seminar on assistance to the Palestinian people in the field of media development " , which it is sponsoring at Madrid from 29 to 31 March 1995.
٨٣ - وبدأت اﻹدارة اﻷعمال التحضيرية لعقد " حلقة دراسية عن تقديم المساعدة إلى الشعب الفلسطيني في ميدان تنمية وسائط اﻹعلام " ستشرف على عقدها في مدريد في الفترة من ٢٩ إلى ٣١ آذار/مارس ١٩٩٥.

1. SIDA media development cooperation consists of contributions to radio, print media, television and news bureaux, as well as support to auxiliary functions relating to those media.
١ - تشمل جهود التعاون التي تضطلع بها الوكالة السويدية للتنمية الدولية من أجل تنمية وسائط اﻹعلام مساهمات تقدم إلى اﻹذاعة والصحافة والتلفزيون ومكاتب اﻷنباء، فضلا عن الدعم المقدم إلى الوظائف التكميلية ذات الصلة بهذه الوسائط.

media development cooperation aims to support the development of civil rights and political participation in the recipient country (the rights of the first generation) and to facilitate diversity of cultural expression.
والهدف من التعاون على تنمية وسائط اﻹعلام هو توفير الدعم لتنمية الحقوق المدنية والمشاركة السياسية في البلد المستفيد )حقوق الجيل اﻷول( وتيسير التنوع في مجال التعبير الثقافي.

25. SIDA’s media development cooperation also aims to encourage the emergence of media and media components in projects and programmes in other sectors of society, such as health and medical care, education, human rights, environmental protection, etc.
٢٥ - كما يهدف التعاون في تنمية وسائط اﻹعلام الذي تقوم به الوكالة إلى تشجيع ظهور وسائط إعلام ومكونات وسائط إعلام في مشاريع وبرامج في قطاعات أخرى من المجتمع، مثل الرعاية الصحية والطبية، والتعليم، وحقوق اﻹنسان، والحماية البيئية، وما إلى ذلك.

Also, the Department is cooperating with UNESCO and the Government of Spain in preparing a seminar on assistance to the Palestinian people in the field of media development, planned for Toledo, Spain from 13 to 15 September 1994.
وتتعاون اﻹدارة أيضا مع منظمة اﻷمم المتحدة للتربية والعلم والثقافة )اليونسكو( وحكومة اسبانيا في التحضير لحلقة دراسية عن تقديم المساعدة إلى الشعب الفلسطيني في ميدان تنمية وسائط اﻹعلام ومن المزمع عقدها في توليدو باسبانيا من ١٣ إلى ١٥ أيلول/سبتمبر ١٩٩٤.

(b) Furthermore, SIDA’s media development cooperation seeks to promote the growth and vitality of individual media, in particular radio, press and news services, which are characterized by experience, quality, diversity and integrity.
