٢٩ - وفيما يتعلق بآخر هذه النقاط، قال إن وفده يرى أنه ينبغي، كما جرى بشأن النظامين اﻷساسيين للمحكمتين الدوليتين ليوغوسلافيا السابقة ورواندا، أن تعتمد المدونة بقرار من مجلس اﻷمن، الذي هو الهيئة المختصة في هذا الشأن ﻷن العدوان وإبادة اﻷجناس والجرائم المرتكبة ضد اﻹنسانية وجرائم الحرب واﻹرهاب الدولي تشكل تهديدات للسلم واﻷمن الدوليين.
