1. Condemns the practice of smuggling illegal migrants in violation of international standards and national law, and without regard for the safety, well-being and human rights of the migrants;
١ - يدين ممارسة تهريب المهاجرين غير الشرعيين انتهاكا للمعايير الدولية وللقانون الوطني، وبغير اكتراث بسلامة المهاجرين ورفاههم وحقوقهم اﻹنسانية؛

At the fourth session of the Ad Hoc Committee, many delegations suggested removing the brackets so as to stress that the Protocol should commit States Parties to criminalizing the smuggling of illegal migrants only in the context of transnational organized crime.
وفي الدورة الرابعة للجنة المخصصة ، اقترحت وفود كثيرة ازالة القوسين للتشديد على أن البروتوكول ينبغي ألا يلزم الدول اﻷطراف بتجريم تهريب المهاجرين غير الشرعيين إلا في سياق الجريمة المنظمة عبر الوطنية .
