The panel was established, subsequent to a recommendation by the Ethics Office to the Executive Office of the Secretary-General, on the basis that a conflict of interest would be created in the event that OIOS were to conduct the investigation.

In addition, a report of the ad hoc expert group on the consideration of the parameters of a mandate for developing a legal framework on all types of forests, with a view to recommending them to the Council and, through it, to the General Assembly, issued in September 2004, was also considered by the session.

24. The SBI may wish to consider the proposed dates for these sessional periods, and provide guidance on the dates for future sessional periods, with a view to recommending them for adoption by the COP at its nineteenth session.

In accordance with its multi-year programme of work, the Forum at its fifth session will, on the basis of the assessment referred to in paragraph 2 (e) of Economic and Social Council resolution 2000/35, consider the parameters of a mandate for developing a legal framework on all types of forests, with a view to recommending them to the Council and through it to the General Assembly.

The COP requested the Executive Secretary to present options on how to deal with the issue for consideration and recommendation by the SBI at its tenth session, with a view to taking a decision on this matter, if needed, at a future session of the COP (decision 17/CP.4, part II).
وطلب مؤتمر الأطراف إلى الأمين التنفيذي أن يقدم خيارات تتناول كيفية معالجة هذه القضية لتنظر فيها الهيئة الفرعية للتنفيذ وتقدم توصية بشأنها في دورتها العاشرة وذلك لاتخاذ مقرر بشأن هذه المسألة، إن اقتضى الأمر، في دورة قادمة لمؤتمر الأطراف (المقرر 17/م أ-4، الجزء الثاني).

9. Notes with concern the significant carry-over from one biennium to the next, arising inter alia from late payment of contributions, and requests the Executive Secretary to present options on how to deal with this issue for consideration and recommendation by the SBI at its tenth session, with a view to taking a decision on this matter, if needed, at a future session of the Conference of the Parties;
٩- يلاحظ مع القلق وجود مبالغ كبيرة مرحﱠلة من فترة سنتين الى الفترة التي تليها ويعزى ذلك، ضمن جملة أمور، الى تأخير سداد الاشتراكات، ويطلب الى اﻷمين التنفيذي عرض الخيارات المتاحة لمعالجة هذه المسألة وذلك لتنظر فيها الهيئة الفرعية للتنفيذ وتتخذ توصية بشأنها في دورتها العاشرة، بغرض اتخاذ مقرر بهذا الشأن، إن اقتضى اﻷمر، في دورة مقبلة لمؤتمر اﻷطراف؛
