7. The repatriation of some 300,000 Togolese refugees who sought asylum in Ghana and Benin in 1993 is expected to be completed by the end of 1997.

23. Article 22, paragraph 2, of the Constitution states that " no Togolese may be deprived of the right to enter or leave Togo " .

4. Since 1994 numerous initiatives have been taken by the Togolese authorities to convince the international community of Togo's commitment to guaranteeing to each Togolese without any discrimination whatsoever the full enjoyment of human rights and, in more general terms, to ensuring that the culture of human rights permeates all the organs of the State.

Every Togolese citizen may stand as a candidate and be elected to office, subject to conditions relating to age and provided he or she is not disqualified or ineligible on grounds stated in the law.75

Under the Nationality Code, every child born to a Togolese father, or to a Togolese mother and a father who had no nationality, or whose nationality was unknown, was of Togolese nationality.82

31. By virtue of the articles cited above, the universal jurisdiction of the Togolese courts requires the offence, or at least part of the actus reus, to have been committed on Togolese territory, or else for the offence to have been committed by a Togolese national abroad and for the offence to be punishable under the law of the country where it was committed.
