In July 1998, at the request of the territorial Government, the New Zealand State Services Commissioner appointed a New Zealand-based Tokelauan as TPS Commissioner in order to ensure the effective and efficient running of the existing TPS, and to assist Tokelau in developing and implementing a new independent public service that would fit within the new house of Tokelau.

In July 1998, at the request of the territorial Government, the State Services Commissioner appointed a New Zealand-based Tokelauan, Aleki Silao, as Commissioner of the Tokelau Public Service in order to ensure the effective and efficient running of the existing Service and to assist Tokelau in developing and implementing a new independent public service that would fit within the Modern House project.
