It was clear to the initial signatories of the NPT — including my country, Syria — that it was not an end in itself, as was clearly pointed out by U Thant, the then Secretary-General of the United Nations. On the contrary, it was a step towards limiting the proliferation of nuclear weapons in order to pave the way for the adoption of effective measures to achieve complete disarmament, as stipulated in the preamble and in article VI of the Treaty.
لقد كان واضحا للموقعين اﻷوائل على معاهدة عدم انتشار اﻷسلحة النووية، ومن بينهم بلادي سورية، أن هذه المعاهدة لم تكن غاية في حد ذاتها كما وصفها الراحل يو ثانت اﻷمين العام اﻷسبق لﻷمم المتحدة في ذلك الوقت، بل كانت خطوة نحو الحد من انتشار السلاح النووي تمهيدا لاتخاذ التدابير الفعالة لنزعه كليا. وقد عبرت ديباجة المعاهدة ومادتها السادسـة عـن ذلــك بوضوح.

(a) On 4 December 1996, the Foreign Correspondents Club of Myanmar (FCCM), whose members are all Myanmar nationals working for foreign newspapers and wire services, issued a protest at the detention and beatings of one of their members, U Myo Thant, a photographer for the Japanese daily Yomiuri Shimbun.

José Ramos-Horta, former President of Timor-Leste and 1996 Nobel Peace Prize laureate, delivered the twentieth U Thant Distinguished Lecture, co-organized by the UNU Centre and the Science Council of Japan at UNU headquarters in November, on the topic " Global Governance and Peacebuilding: Perspectives from Timor-Leste " .

Zewail, 1999 Nobel Prize winner in Chemistry (15 April); the Honorable Jimmy Carter, thirty-ninth President of the United States of America and recipient of the 2002 Nobel Peace Prize (5 September); and Australian scientist Dr. Peter Doherty, co-winner of the 1996 Nobel Prize in Medicine (17 October).
