13. In paragraph 11 of the report, the Special Rapporteur indicates that paragraphs II and III of Decree No. 64 are discriminatory in so far as they do not apply to non-nationals.
٣١- يشير المقرر الخاص في الفقرة )١١( من التقرير الى أن الفقرتين ثانيا وثالثا تمثلان تصنيفا تمييزيا، ﻷنهما لم تشملا غير العراقيين.

The application of paragraphs II and III of the decree are thus discriminatory in so far as they exclude non-nationals, whilst the Government has previously stripped hundreds of thousands of persons of their " Iraqi " nationality by asserting their " Persian ancestry " .
وهكذا فإن تطبيق الفقرتين ثانيا وثالثا من القرار هو تطبيق تمييزي نظرا ﻷنهما تستثنيان غير الرعايا، في حين أن الحكومة جردت مئات اﻵلاف من اﻷشخاص من جنسيتهم " العراقية " بأن أكدت أنهم من " نسب فارسي " .

3. The secretariat will assess if the documentation and information provided to support the project is sufficient to be considered by the Committee pursuant to the Fund guidelines, and in particular whether the requisite criteria and conditions for submitting projects set forth in sections II and III have been met.

148. The following tables summarize the resource requirements under the proposed programme budget for the biennium 2010-2011 by section and object of expenditure and project arising from the proposals contained in sections II and III of the present report.
148 - ويرد في الجداول التالية موجز الاحتياجات من الموارد في إطار الميزانية البرنامجية المقترحة لفترة السنتين 2010-2011 حسب الباب ووجه الإنفاق والمشاريع المنبثقة عن المقترحات الواردة في الفرعين ثانيا وثالثا من هذا التقرير.

Consequently, once the large trials mentioned under headings II and III above have been completed (Butare, Military I, Nzirorera et al. and Bicamumpaka et al.), the Tribunal's remaining caseload relating to present detainees will consist mainly of cases involving a single accused person, which require less court time.
ونتيجة لذلك، فإنه عند انتهاء المحاكمات في القضايا المشار إليها تحت العنوانين ثانيا وثالثا أعلاه (بوتاري، والعسكرية الأولى، ونزيرويرا وآخرون وبيكاممباكا وآخرون)، فإن القضايا المتبقية التي يتعين أن تنظر فيها المحكمة ستكون أساسا قضايا تضم متهما واحدا وتتطلب وقتا أقل.

The analysis provided above (II-III) shows that, in addition to the judgements already rendered involving twenty-five persons, the ICTR will deliver judgements concerning at least thirty-six accused presently in the Tribunal's custody (twenty-five accused currently on trial and eleven detainees from 2005 onwards).
