وهدفه الأساسي هو إرساء ثقافة عالمية لحقوق الإنسان يدرك فيها كل فرد حقوقه أو حقوقها ومسؤولياته أو مسؤولياتها تجاه الآخرين، وتعزيز تنمية الأفراد كأعضاء مسؤولين في مجتمع شامل وحر ومتسامح ومسالم وتعددي.

If we are to build a universal culture of human rights -- and I believe that we must -- we must begin with the children.
وإذا أردنا بناء ثقافة عالمية لحقوق الإنسان - وأعتقد أنه يجب أن نفعل ذلك - لا بد أن نبدأ بالأطفال.

34. Human rights education, as defined in international instruments, aims at sharing knowledge and developing skills and attitudes with a view to building a universal culture of human rights.

1. Human rights education and training is defined as all educational, training, information and learning activities aimed at inculcating a universal culture of human rights.
1- يُعرف التثقيف والتدريب في مجال حقوق الإنسان على أنهما مجموع أنشطة التثقيف والتدريب والإعلام والتعلم الرامية إلى زرع ثقافة عالمية لحقوق الإنسان.

On this Human Rights Day, I join the United Nations High Commissioner for Human Rights in paying tribute to the many human rights educators and human rights defenders around the world who contribute day to day to building a universal culture of human rights.
وفي يوم حقوق الإنسان هذا، أنضم إلى مفوض الأمم المتحدة السامي لحقوق الإنسان في الإشادة بالمربين والمدافعين عن حقوق الإنسان، وهم كُثر حول العالم، الذين يسهمون يوماً بعد يوم في بناء ثقافة عالمية لحقوق الإنسان.

28- يمثل السعي في زماننا هذا إلى تعميم ثقافة عالمية لحقوق الإنسان تحديات جديدة تجعل التشديد على تعليم حقوق الإنسان، وخاصة في المدارس الابتدائية والثانوية مسألة تتسم بأهمية بالغة.

7. In his introductory remarks H.E. Mr. Ban Ki-moon noted, inter alia, that, although progress had been made towards achieving a universal culture of human rights and fundamental freedoms, today's world had not yet witnessed the ideal society and human rights violations still occurred.
7- وفي جملة ما أشار إليه صاحب السعادة السيدة بان كي - مون في ملاحظاته التمهيدية، لاحظ أنه على الرغم من إحراز تقدم نحو إيجاد ثقافة عالمية لحقوق الإنسان والحريات الأساسية، فإن عالم اليوم لم يشهد حتى الآن المجتمع المثالي، ولا تزال انتهاكات حقوق الإنسان ترتكب.

(b) Developing a universal culture of human rights, permitting everyone to be aware of their own rights and obligations in respect of the rights of others and promoting the development of the individual as a responsible member of a free, pluralist and tolerant society;
(ب) تطوير ثقافة عالمية لحقوق الإنسان تسمح لكل شخص بأن يكون على وعي بحقوقه والتزاماته تجاه حقوق غيره والمساعدة على نماء الشخص بوصفه عضواً مسؤولاً في مجتمع حر، في إطار التعددية والتسامح؛

(b) Developing a universal culture of human rights, in which everyone is aware of their own rights and responsibilities in respect of the rights of others, and promoting the development of the individual as a responsible member of a free, peaceful, pluralist and inclusive society;
(ب) بناء ثقافة عالمية لحقوق الإنسان يُدرك فيها كل فرد حقوقه ومسؤولياته تجاه حقوق الغير، وتعزيز نماء الفرد كعضو مسؤول في مجتمع حر وسلمي وتعددي وجامع؛

(b) Developing a universal culture of human rights, in which everyone is aware of their own rights and responsibilities in respect of the rights of others, and promoting the development of the individual as a responsible member of a free, peaceful, pluralist and inclusive society;

It also states that " by providing persons with knowledge, skills and understanding and developing their attitudes and behaviours, to empower them to contribute to the building and promotion of a universal culture of human rights, it contributes to the prevention of human rights violations. "
وينص الإعلان أيضاً على أن ذلك يحقق " الإسهام في أمور منها منع انتهاك وامتهان حقوق الإنسان بتزويد الأشخاص بالمعارف والمهارات والفهم وتطوير مواقفهم وسلوكهم، لتمكينهم من الإسهام في بناء وتعزيز ثقافة عالمية لحقوق الإنسان " ().

Inspired by resolution 62/171, which proclaimed 10 December 2008 as the beginning of the International Year of Human Rights Learning, the human rights education campaigns undertaken by Member States and United Nations bodies and agencies should be continued and expanded to create a universal culture of human rights in which everyone expects and upholds respect for human rights.
يتعين مواصلة وتوسيع حملات التثقيف في مجال حقوق الإنسان، المستوحاة من القرار 62/171 الذي أعلن بموجبه يوم 10كانون الأول/ديسمبر 2008 بداية للسنة الدولية للتعلم في مجال حقوق الإنسان، والتي تقوم بها الدول الأعضاء وهيئات الأمم المتحدة ووكالاتها من أجل نشر ثقافة عالمية لحقوق الإنسان يتوقع فيها الجميع احترام حقوق الإنسان ويدعم هذا الاحترام.

53. In more practical terms, human rights learning has also been defined as " a developing field and curricular movement " that includes " training, dissemination, and information efforts aimed at the building of a universal culture of human rights through the imparting of knowledge and skills and the moulding of attitudes " .
53 - ويُعرف تعلُّم حقوق الإنسان، بشكل عملي أكثر، بأنه " ميدان قيد التطور وحركة في المنهج الدراسي " ()، وهو يشمل " الجهود المبذولة في مجالات التدريب ونشر المعلومات والإعلام الرامية إلى إيجاد ثقافة عالمية لحقوق الإنسان من خلال نقل المعرفة والمهارات وتشكيل الاتجاهات " ().

The Special Rapporteur is of the opinion that lifelong learning needs to move closer to the context of human rights, as this is essential for progression to a society free from all forms of prejudice, exclusion and discrimination and the realization of a global human rights culture.
ويرى المقرر الخاص أنه ينبغي جعل التعلم مدى الحياة يندرج على نحو أوثق في سياق حقوق الإنسان، باعتباره أمرا جوهريا للتقدم نحو إقامة مجتمع خال من جميع أشكال التحيز والإقصاء والتمييز، وإقامة ثقافة عالمية لحقوق الإنسان.

63. However, the Special Rapporteur insists that lifelong learning needs to move closer to the context of human rights, as this is essential for progression to a society free from all forms of prejudice, exclusion and discrimination and the realization of a global human rights culture.
63 - غير أن المقرر الخاص يشدد على أن التعلم مدى الحياة يحتاج إلى الاقتراب أكثر في سياق حقوق الإنسان لأن لهذا أهمية حيوية للتقدم نحو تحقيق مجتمع خال من جميع أشكال التحيز والإقصاء والتمييز وإيجاد ثقافة عالمية لحقوق الإنسان.

65. The Special Rapporteur encourages the initiatives presented, which encompass both human rights and lifelong learning, and calls upon Governments, international organizations, civil society actors and human rights activists to draw upon those examples in working towards the realization of a global human rights culture.
65 - ويشجع المقرر الخاص المبادرات المعروضة أعلاه التي تشمل حقوق الإنسان والتعلم مدى الحياة على حد سواء، ويدعو الحكومات والمنظمات الدولية وجهات المجتمع المدني الفاعلة، والناشطين في مجال حقوق الإنسان إلى الاستفادة من تلك الأمثلة في العمل نحو إيجاد ثقافة عالمية لحقوق الإنسان.
