The text of draft resolutions A/AC.109/2005/L.12 and A/AC.109/2005/L.16, adopted by the Special Committee at its 11th meeting, on 24 June 2005, appears in the form of recommendations of the Special Committee to the General Assembly in chapter XII, sections H and I, accordingly, of the present report.

The changes in Sections H and I of Article I of this Amendment shall enter into force on 1 January 2017, provided that at least seventy instruments of ratification, acceptance or approval of the Amendment have been deposited by States or regional economic integration organizations that are Parties to the Montreal Protocol on Substances that Deplete the Ozone Layer.
2 - يبدأ نفاذ التغييرات الواردة في الفرعين حاء وطاء من المادة الأولى في 1 كانون الثاني/يناير 2017، شريطة أن يتم إيداع سبعين صكاً على الأقل من صكوك التصديق أو القبول أو الموافقة على التعديل من قبل الدول أو المنظمات الإقليمية للتكامل الاقتصادي الأطراف في بروتوكول مونتريال بشأن المواد المستنفدة لطبقة الأوزون.

The changes in Sections H and I of Article I of this Amendment shall enter into force on 1 January 2015, provided that at least seventy instruments of ratification, acceptance or approval of the Amendment have been deposited by States or regional economic integration organizations that are Parties to the Montreal Protocol on Substances that Deplete the Ozone Layer.

Media representatives and members of non-governmental organizations will be accredited and issued appropriate grounds passes by the Media Accreditation and Liaison Unit and the NGO Section (see sections H and I below).

“(b) The right of any State to adopt, in international waters, the measures under articles H and I below, with respect to a vessel having no nationality or flying the flags of more than one country and using them at its convenience, when reasonable grounds exist to believe that it is involved in the trafficking of migrants, provided that one of the following links with that State exists:
