The Special Rapporteur considers access to information as one of the priority issues for the mandate and as such wishes to focus part of this report on access to information in situations of extreme poverty.

The Committee also expresses its concern about the situation of children, who, because of serious situations of extreme poverty as well as of situations of abandonment or violence within the family, are forced to live in and/or work on the streets and are therefore vulnerable to different forms of exploitation and abuse, including sale, trafficking and abduction.

79. In his report submitted to the Council (A/HRC/11/4), the Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression analysed the issue of the right of access to information in situations of extreme poverty.
79- حلل المقرر الخاص المعني بتعزيز وحماية الحق في حرية الرأي والتعبير في التقرير الذي قدمه إلى المجلس (A/HRC/11/4) مسألة الحق في الوصول إلى المعلومات في حالات الفقر المدقع.

During periods of rapid economic transformation, as countries move from low-income towards middle-income levels, average incomes rise and the incidence of extreme poverty generally declines.
