Since the beginning of 1996, cases of torture and ill-treatment have been frequently reported and several official complaints have reportedly been lodged before the Attorney—General or local public prosecutors, to which most often no response was made.

19. CRC was concerned about the significant number of allegations of ill-treatment of detainees and at the alleged cases of torture and ill-treatment of juveniles by Militsia officers and of migrant children in the custody of the State Border Guard Services.
