Peoples " in initial contact " are peoples that had previously been " in isolation " and that have, whether by reason of coercion by outsiders, a decision by the group or other factors, initiated contact with the majority population.
والشعوب " حديثة الاتصال " هي شعوب كانت في السابق " منعزلة " ولكنها قامت، إما لأن الغرباء قد أكرهوها على ذلك، أو بقرار تتخذه هي بنفسها أو بسبب عوامل أخرى، بإجراء اتصالات مع أغلبية السكان.

Peoples in initial contact face a similar situation, as one of their main problems is always the delimitation and titling of their lands and the need to ensure that other actors respect these territorial rights.
وتواجه الشعوب حديثة الاتصال وضعاً مماثلاً لأن إحدى مشاكلها الرئيسية تتمثل دائماً في تعيين حدود أراضيها وإثبات ملكيتها، والحاجة إلى ضمان احترام الجهات الفاعلة الأخرى لهذه الحقوق في الأراضي.

The situation of peoples in initial contact is still worse because processes of establishing contact generally involve drastic changes in their territories that irrevocably alter their relationship with the environment and modify, often radically, the ways of life and cultural practices of these peoples.
بل إن حالة الشعوب حديثة الاتصال هي أسوأ من ذلك لأن عمليات الاحتكاك بالغير تنطوي عموماً على تغييرات هائلة في أراضي هذه الشعوب تُبدّل على نحو لا رجعة فيه علاقتها بالبيئة كما تعدل، بصورة كثيراً ما تكون جذرية، أساليب حياتها وممارساتها الثقافية.

Only personnel with specialized knowledge of health care for indigenous peoples in initial contact and of how to establish intercultural relations with indigenous peoples can safeguard the health of such peoples while at the same time ensuring respect for their other rights.

11. Peoples in initial contact are peoples that have recently initiated contact with the majority population; they may also be peoples that have been in contact for some time but have never become fully familiar with the patterns and codes of relationships in the majority population.
11- الشعوب الأصلية حديثة الاتصال هي شعوب شرعت حديثاً في الاتصال بأغلبية السكان؛ وقد تكون هذه الشعوب أيضاً شعوباً لها اتصال بأغلبية السكان منذ فترة من الزمن ولكنها لم تُلمّ إلماماً كاملاً بأنماط وقواعد العلاقات السائدة لدى أغلبية السكان.

42. The right of peoples in initial contact to preserve their cultures should include a gradual process of contact in which their rights to participation, consultation and free, prior and informed consent are exercised in ways that are acceptable, comprehensible and adapted to their ways of life, with a view to avoiding their disintegration and disappearance as peoples and their impoverishment as individuals.
42- وينبغي أن يشتمل حق الشعوب حديثة الاتصال في المحافظة على ثقافاتها على عملية اتصال تدريجية تمارس فيها حقوقها في المشاركة والتشاور وفي الموافقة الحرة والمسبقة والمستنيرة بطرق مقبولة ومفهومة ومكيفة مع أساليب عيشها، وذلك بغية تلافي تفككها واندثارها كشعوب وإفقارها كأفراد.

64. Unlike indigenous peoples in isolation, indigenous peoples in initial contact have the additional right to participate in any decisions that may affect them, and such decisions cannot be taken without their free, prior and informed consent, as reflected in the preceding principle.
64- وخلافاً للشعوب الأصلية المنعزلة، فإن للشعوب الأصلية حديثة الاتصال حقاً إضافياً يتمثل في المشاركة في أي قرار قد يؤثر فيها، ولا يمكن اتخاذ هذه القرارات بدون موافقتها الحرة والمسبقة والمستنيرة، حسبما يجسده المبدأ السابق.

(d) Restricted access and special protection for buffer zones in order to avoid direct contact with indigenous peoples in isolation or interference with the processes whereby indigenous peoples in initial contact begin to approach the majority population;
(د) تقييد الدخول إلى المناطق العازلة وتوفير حماية خاصة لها من أجل منع الاحتكاك المباشر بالشعوب الأصلية المنعزلة أو التدخل في العمليات التي من خلالها تشرع الشعوب الأصلية حديثة الاتصال في الاتصال بالسكان الذين يشكلون الأغلبية؛
