If the number of candidates receiving a two-thirds majority is less than the number of members to be elected, we will proceed to a restricted ballot limited to those candidates that have obtained the greatest number of votes in the previous ballot, which should not be more than twice the seats remaining to be filled.
وإذا كان عدد المرشحين الذين يحصلون على ثلثي الأعضاء أقل من عدد الأعضاء الذين سيتم انتخابهم، سنشرع في اقتراع مقيد يقتصر على المرشحين الذين حصلوا على أكبر عدد من الأصوات في ورقات الاقتراع السابقة، وهذا العدد لا يجوز أن يكون أكثر من ضعف المقاعد المتبقي ملئها.

In accordance with rule 94 of the rules of procedure, this second round of balloting will be restricted to the candidates having obtained the greatest number of votes in the previous ballot, to a number not more than twice the number of seats remaining to be filled.

فإذا أجريت ثلاثة اقتراعات غير مقيدة وكانت النتيجة غير حاسمة، تقتصر الاقتراعات الثلاثة التالية على المرشحين الذين حصلوا على أكبر عدد من الأصوات في ثالث اقتراع غير مقيد وعلى عدد من المرشحين لا يزيد عن ضعف عدد المناصب الباقية المطلوب شغلها.

2. 2 - إذا كان عدد المرشحين الحاصلين على هذه الأغلبية أقل من عدد المناصب المراد ملؤها، تجرى اقتراعات إضافية لملء المناصب الباقية يقتصر التصويت فيها على المرشحين الذين حصلوا على أكبر عدد من الأصوات في الاقتراع السابق، على ألا يتجاوز عددهم ضعف عدد المناصب.

If three such unrestricted ballots are inconclusive, the next three ballots shall be restricted to the candidates who obtained the greatest number of votes in the third of the unrestricted ballots, to a number not more than twice the places remaining to be filled, and the following three ballots thereafter shall be unrestricted, and so on until all the places have been filled.
فإذا أجريت ثلاثة من هذه الاقتراعات غير المقيدة دون أن تسفر عن نتيجة حاسمة، تقصر الاقتراعات الثلاثة التي تليها على المرشحين الذين حصلوا على أكبر عدد من الأصوات في ثالث اقتراع غير مقيد على ألا يتجاوز عددهم ضعف المناصب المتبقية اللازم شغلها، وتكون الاقتراعات الثلاثة التي تلي هذه مقيدة، وهكذا دواليك، إلى أن تشغل تلك المناصب.

ومن ثم، فإنه قد أُجري في هذه الجلسة اقتراع ثانٍ يقتصر على المرشحين التسعة الذين حصلوا على أكبر عدد من الأصوات في الاقتراع السابق دون أن يحصلوا على الأغلبية اللازمة، وذلك لشغل المقاعد الأربعة المتبقية باللجنة.

5. The President said that as four vacancies remained to be filled, a second round of voting would be held, restricted to the eight candidates who had received the highest number of votes while not obtaining the required majority.
5 - الرئيس: قال إنه لا يزال هناك أربعة شواغر يتعين ملؤها، ولذلك ستعقد جولة تصويت ثانية مقصورة على المرشحين الثمانية الذين حصلوا على أكبر عدد من الأصوات وإن لم يحصلوا على الأغلبية المطلوبة.
