The Special Rapporteur examines the wide range of violations of the human rights to water and sanitation, seeking to increase awareness of those violations and to promote a greater commitment to identifying, preventing and remedying them.

II. Establishing a comprehensive understanding of violations of the human rights to water and sanitation

Violations of the human rights to water and sanitation are often complex and interrelated.
77- وكثيراً ما تكون انتهاكات حقوق الإنسان في المياه وخدمات الصرف الصحي معقدة ومتداخلة.

UN-Habitat also provided input to the handbook Realizing the human rights to water and Sanitation written by the United Nations Special Rapporteur on safe drinking water and sanitation.

47. States must respect, protect and fulfil the human rights to water and sanitation.

The measures required to fully realize the human rights to water and sanitation reach far beyond ensuring access to services, and include appropriate measures to combat stigma as a cause of human rights violations.

The Special Rapporteur is encouraged to see advances in identifying, preventing and remedying violations of the human rights to water and sanitation.

To emphasize a comprehensive understanding of violations of the human rights to water and sanitation resulting from failure to meet any human rights obligation, the Special Rapporteur stresses that:
82- ومن أجل التشديد على ضرورة فهم انتهاكات حقوق الإنسان في المياه وخدمات الصرف الصحي الناتجة عن عدم الوفاء بأي من الالتزامات المتعلقة بحقوق الإنسان فهماً شاملاً، تؤكد المقررة الخاصة ما يلي:

46. States are obliged to progressively realize the human rights to water and sanitation, meaning that they must move as expeditiously and effectively as possible towards the goal of full realization.
46- والدول ملزمة بإعمال حقوق الإنسان في المياه وخدمات الصرف الصحي بشكل تدريجي، أي أن عليها التحرك بأكثر سرعة وفعالية ممكنتين لإعمال هذه الحقوق على النحو التام.

The human rights to water and sanitation have been reaffirmed through explicit recognition by the General Assembly and the Human Rights Council.

It was also essential for States to institutionalize inclusive participation. She had developed a handbook entitled Realizing the human rights to water and Sanitation, which it was her great pleasure to present to the Committee.

Pollution and over-abstraction of water resources through industrial activities or dumping are among the most commonly identified threats to the realization of the human rights to water and sanitation.
20- يُعدّ تلويث الموارد المائية وفرط ضخ المياه من جراء الأنشطة الصناعية أو إلقاء النفايات الصناعية من أكثر ما يشيع تحديده من تهديدات لإعمال حقوق الإنسان في المياه وخدمات الصرف الصحي().

(j) Provide comprehensive information in their periodic reports to treaty-monitoring bodies, the universal periodic review process and relevant regional mechanisms for the prevention of violations of the human rights to water and sanitation;
(ي) إدراج معلومات شاملة في تقاريرها الدورية إلى هيئات رصد المعاهدات وعملية الاستعراض الدوري الشامل والآليات الإقليمية ذات الصلة المعنية بمنع انتهاكات حقوق الإنسان في المياه وخدمات الصرف الصحي؛

(b) In order to better understand this phenomenon, States must undertake a comprehensive study on stigma, through a widely participatory process, to identify stigmatized populations, as well as to analyse the drivers of stigma in relation to the realization of the human rights to water and sanitation.
