فأياً كان خطأ تصرف شخص ما أو خطورته أو حتى إجرامه فإن من حق كل إنسان قانونياً وأخلاقياً أن يتمتع بالحماية على أساس حقوق الإنسان والحريات الأساسية المعترف بها دولياً.

The active and passive voting right assessed through the following provisions of Article II of the Constitution of BiH and Article II A.2 stipulate for the obligation of the state of BiH and Entities to ensure the highest possible level of internationally recognized human rights and fundamental freedoms:
104- ينص حق التصويت الإيجابي والسلبي الذي يتم تقييمه من خلال الأحكام التالية للمادة الثانية من دستور البوسنة والهرسك والمادة الثانية ألف - 2 على التزام دولة البوسنة والهرسك والكيانات بضمان أعلى مستوى ممكن من حقوق الإنسان والحريات الأساسية المعترف بها دولياً:

The Constitution specifies the responsibility of the State of Bosnia and Herzegovina and both Entities to ensure the highest level of internationally recognized human rights and fundamental freedoms (art. II.1. of the Constitution).
