3. Requests the Secretary-General to submit to the Commission on Human Rights at its fifty-first session a report on the implementation of Commission resolution 1994/21;
٣ - تطلب إلى اﻷمين العام أن يقدم إلى لجنة حقوق الانسان في دورتها الحادية والخمسين تقريرا عن تنفيذ قرار اللجنة ١٩٩٤/٢١؛

2. The present report contains a summary of action taken by the Commission on Human Rights at its fifty-first session on this question.
٢ - ويتضمن هذا التقرير موجزا للاجراءات التي اتخذتها لجنة حقوق الانسان في دورتها الحادية والخمسين بشأن هذه المسألة.

The Commission on Human Rights, at its fifty-first session, adopted resolution 1995/88 entitled " Human rights and mass exoduses " .
١- اعتمدت لجنة حقوق الانسان في دورتها الحادية والخمسين القرار ٥٩٩١/٨٨ المعنون " حقوق الانسان والهجرات الجماعية " .

The Permanent Mission of the League of Arab States wishes to express its deep concern at the deterioration of the situation of Arab civilians in the territories occupied by Israel, as described in the attached report. It requests the Centre for Human Rights to treat this report as an official document and to circulate it to members of the Commission on Human Rights at its fifty-first session.
وتود البعثة الدائمة لجامعة الدول العربية أن تعرب عن بالغ قلقها ازاء تفاقم حالة المدنيين العرب في اﻷراضي التي تحتلها اسرائيل كما يرد تفصيله في التقرير المرفق؛ وترجو من مركز حقوق الانسان أن يعتبر هذا التقرير وثيقة رسمية وأن يعممه على أعضاء لجنة حقوق الانسان في دورتها الحادية والخمسين.

11. Requests the Secretary-General to inform the Commission on Human Rights at its fifty-first session and the General Assembly at its fiftieth session of the activities of the organizations, funds, programmes and specialized agencies of the United Nations system on the implementation of the Declaration;
١١ - تطلب إلى اﻷمين العام أن يبلغ لجنة حقوق الانسان في دورتها الحادية والخمسين والجمعية العامة في دورتها الخمسين بأنشطة مؤسسات وبرامج ووكالات منظومة اﻷمم المتحدة الرامية إلى تنفيذ الاعلان؛

6. Requests the Secretary-General to submit an interim report to the Commission on Human Rights at its fifty-first session and a final report to the General Assembly at its fiftieth session on the strengthening of the Centre and on the measures taken to implement the present resolution.
٦ - تطلب إلى اﻷمين العام تقديم تقرير مرحلي إلى لجنة حقوق الانسان في دورتها الحادية والخمسين وتقرير نهائي إلى الجمعية العامة في دورتها الخمسين عن تعزيز المركز وعن التدابير المتخذة لتنفيذ هذا القرار.

It also endorsed the recommendations of the meeting of persons chairing the human rights treaty bodies on the need to ensure financing and adequate staffing resources for the operations of the treaty bodies and, with that in mind, requested the Secretary-General to report on the question to the Commission on Human Rights at its fifty-first session.
كما أيدت توصيات اجتماع رؤساء هيئات الاشراف على معاهدات حقوق الانسان بشأن ضرورة تأمين التمويل والموارد الكافية من الموظفين لعمليات هيئات الاشراف على المعاهدات. كما أنها، وقد وضعت هذا في الاعتبار، طلبت الى اﻷمين العام أن يقدم تقريرا عن هذه المسألة الى لجنة حقوق الانسان في دورتها الحادية والخمسين.

1. At its 4th meeting, on 28 October 1994, the working group agreed to the Chairman-Rapporteur's proposals as to the format and content of the report to be submitted to the Commission on Human Rights at its fifty-first session.
١- وافق الفريق العامل في جلسته الرابعة المعقودة في ٨٢ تشرين اﻷول/أكتوبر ٤٩٩١ على اقتراحات الرئيس-المقرر بشأن شكل ومحتوى التقرير الذي سيقدم إلى لجنة حقوق الانسان في دورتها الحادية والخمسين.

197. In discussing this item, the Subcommission may also wish to take into account the following resolutions and decisions adopted by the General Assembly at its forty-ninth session and by the Commission on Human Rights at its fifty-first session:
٧٩١- ولدى مناقشة هذا البند، لعل اللجنة الفرعية ترغب أيضا في مراعاة القرارات والمقررات التالية التي اعتمدتها الجمعية العامة في دورتها التاسعة واﻷربعين ولجنة حقوق الانسان في دورتها الحادية والخمسين:

11. Requests the Secretary-General to inform the Commission on Human Rights at its fifty-first session and the General Assembly at its fiftieth session of the activities of the organizations, funds, programmes and specialized agencies of the United Nations system relating to the implementation of the Declaration on the Right to Development;
١١ - تطلب إلى اﻷمين العام أن يبلغ لجنة حقوق الانسان في دورتها الحادية والخمسين والجمعية العامة في دورتها الخمسين بأنشطة المنظمات والصناديق والبرامج والوكالات المتخصصة فى منظومة اﻷمم المتحدة المتعلقة بتنفيذ إعلان الحق فى التنمية؛

The Subcommission on Prevention of Discrimination and Protection of Minorities, by its resolution 1994/45 of 26 August 1994, adopted the draft United Nations Declaration on the Rights of Indigenous People and decided to submit it to the Commission on Human Rights at its fifty-first session.
٤٦ - واعتمدت اللجنة الفرعية المعنية بمنع التمييز وحماية اﻷقليات في قرارها ١٩٩٤/٤٥ المؤرخ ٢٦ آب/أغسطس ١٩٩٤ مشروع اعلان اﻷمم المتحدة بشأن حقوق السكان اﻷصليين وقررت تقديمه إلى لجنة حقوق الانسان في دورتها الحادية والخمسين.

" The Commission requests the Secretary-General to present to the Commission on Human Rights at its fifty-first session a final evaluation of the fulfilment of the programme of advisory services and invites the Government of Romania to provide the necessary information to this effect, including information on the progress achieved in overcoming remaining shortcomings. "
وترجو اللجنة من اﻷمين العام أن يقدم الى لجنة حقوق الانسان في دورتها الحادية والخمسين تقييما نهائيا لتنفيذ برنامج الخدمات الاستشارية وتدعو حكومة رومانيا الى توفير المعلومات اللازمة لهذا الغرض، بما في ذلك معلومات عن التقدم المحرز في التغلب على أوجه القصور المتبقية. " .

Pursuant to the request contained in resolution 48/141, the High Commissioner submitted a report to the Commission on Human Rights at its fifty-first session (E/CN.4/1995/98), and will transmit that report to the General Assembly through the Economic and Social Council.
وعملا بالطلب الوارد في القرار ٤٨/١٤١، قدم المفوض السامي تقريرا إلى لجنة حقوق الانسان في دورتها الحادية والخمسين (E/CN.4/1995/98)، وسيحيل ذلك التقرير إلى الجمعية العامة عن طريق المجلس الاقتصادي والاجتماعي.

10. In this context, it should be added that the Government of the United States of America has transmitted to the Special Rapporteur detailed comments on the mission report which he submitted to the Commission on Human Rights at its fifty-first session (E/CN.4/1995/78/Add.1).
١٠ - ومن المهم في هذا الصدد إضافة إن حكومة الولايات المتحدة اﻷمريكية قد أحالت إلى المقرر الخاص تعليقات تفصيلية بشأن تقرير البعثة الذي قدمه للجنة حقوق الانسان في دورتها الحادية والخمسين (E/CN.4/1995/78/Add.1).

94. At this point in time, after a little more than one year of his mandate has elapsed, the Special Rapporteur feels compelled to convey to the Commission on Human Rights at its fifty-first session the somewhat distressing observation that the Centre for Human Rights is still not in a position to free one Professional staff member on a full-time basis for the purpose of assisting him in his work.
٤٩- ويرى المقرر الخاص أنه مضطر، في هذه اللحظة وبعد انقضاء ما يزيد قليلا على عام واحد من ولايته، إلى أن ينقل إلى لجنة حقوق الانسان في دورتها الحادية والخمسين ملاحظة مؤلمة بعض الشيء مؤداها أن مركز حقوق الانسان ما زال في وضع لا يسمح له بتخصيص موظف واحد من الفئة الفنية على أساس التفرغ لغرض مساعدته هو في أعماله.
