لا تغير هذه الاتفاقية من حقوق الدول الأطراف والتزاماتها التي تنشأ عن اتفاقات أخرى تتوافق مع هذه الاتفاقية ولا تؤثر على تمتع الدول الأطراف الأخرى بحقوقها أو على وفائها بالتزاماتها بموجب هذه الاتفاقية.

Any measure to restrict the fullest exercise of the inalienable rights under article IV of the Treaty would jeopardize the delicate balance between rights and obligations of States parties and would widen the gap between developed and developing countries.
وإن أي إجراء لتقييد الممارسة الكاملة للحقوق غير القابلة للتصرف بموجب المادة الرابعة من المعاهدة يهدد التوازن الدقيق بين حقوق الدول الأطراف والتزاماتها ومن شأنه أن يؤدي إلى اتساع الفجوة بين البلدان المتقدمة النمو والبلدان النامية.

Egypt noted with growing concern attempts to restrict the ability of non-nuclear-weapon States to benefit from their rights, jeopardizing the delicate balance between the rights and obligations of States parties in contravention of the Treaty's objective and widening the gap between developed and developing countries.
وأشار إلى أن مصر تلاحظ بقلق متزايد وجود محاولات لتقييد قدرة الدول غير الحائزة لأسلحة نووية على الاستفادة من حقوقها وهو ما يخل بالتوازن الدقيق بين حقوق الدول الأطراف والتزاماتها بما يتعارض مع هدف المعاهدة ويزيد من اتساع الفجوة بين البلدان المتقدمة النمو والبلدان النامية.

The protocol under negotiation should therefore be effective and strike a balance between the rights and obligations of the States parties.
ولذلك ينبغي أن يكون البروتوكول قيد التفاوض فعالاً وأن يوازن بين حقوق الدول الأطراف والتزاماتها.

16. The provisions of article IV of the NPT, which dealt with the peaceful uses of nuclear energy, were essential to the balance of rights and obligations of States parties.
16 - واستمر في حديثه قائلا إن أحكام المادة الرابعة من معاهدة عدم الانتشار، وهي المادة التي تتناول الاستخدامات السلمية للطاقة النووية، لها أهمية أساسية بالنسبة لتحقيق التوازن بين حقوق الدول الأطراف والتزاماتها.

In this regard, the Group also firmly believes that, any measure aiming at hampering, fully or partly, the fullest exercise of these inalienable rights, would seriously jeopardize the delicate balance between rights and obligations of States parties in contravention with the Treaty's object and purpose and widens the gap between developed and developing countries in this field.
وفي هذا الصدد، تعتقد المجموعة اعتقادا راسخا أيضا بأن أي تدبير يهدف إلى عرقلة ممارسة هذه الحقوق غير القابلة للتصرف على أكمل وجه كليا أو جزئيا، يشكّل تهديدا خطيرا للتوازن الدقيق بين حقوق الدول الأطراف والتزاماتها الأمر الذي يتعارض مع هدف المعاهدة ومقصدها، ويوسع الفجوة بين البلدان المتقدمة والبلدان النامية في هذا المجال.

57. Other treaties open to universal participation are designed to comprehensively regulate the rights and obligations of States parties in preventing and addressing emergency situations caused by specific human activities. It is, therefore, appropriate to include them in the present survey.
57 - وثمة معاهدات أخرى مفتوحة أمام المشاركة العالمية وضعت لتنظم تنظيما شاملا حقوق الدول الأطراف والتزاماتها في مجال الوقاية والتصدي لحالات الطوارئ الناتجة عن أنشطة بشرية محددة()، ويُستصوب من ثم إدراجها في هذا الاستقصاء.
