271. Article 31 of the Convention on the Rights of the Child is concerned with the child's right to rest and leisure and his or her right to engage in play. The Government of Jordan has devoted a good deal of attention to these rights, and many governmental and non-governmental bodies have noteworthy achievements to their credit in that area.
271- تنص المادة 31 من اتفاقية حقوق الطفل على حق الطفل في الراحة وأوقات الفراغ ومزاولة الألعاب، وقد أولت الحكومة الأردنية عناية فائقة لحق الطفل في ذلك وهناك إنجازات كثيرة لعدة جهات حكومية وغير حكومية في هذا المضمار نورد أبرزها:

70. The Convention stipulates in article 31 the right of the child to recreation and cultural activities appropriate to the age of the child.
70- تنص الاتفاقية في مادتها 31 على حق الطفل في الراحة والأنشطة الثقافية التي تتماشى مع سنه.

83. The Committee recommends that the State party strengthen its efforts to guarantee the right of the child to rest and leisure, to engage in play and recreational activities appropriate to the age of the child and to participate freely in cultural life and arts.
وتوصي اللجنة الدولة الطرف بتكثيف جهودها لكفالة حق الطفل في الراحة والتسلية ومزاولة الألعاب والمشاركة في الأنشطة الترفيهية المناسبة لسنه والمشاركة بحرية في الحياة الثقافية وفي الفنون.

79- توصي اللجنة الدولة الطرف بأن تعزز جهودها لضمان حق الطفل في الراحة والترفيه والمشاركة في اللعب، وفي أنشطة اللعب المناسبة لعمره، والمشاركة مجاناً في الحياة الثقافية والفنون.

175. In the light of article 31 of the Convention, the Committee recommends that the State party make all necessary efforts to protect the right of the child to rest, leisure, cultural and recreational activities.
175- وفي ضوء المادة 31 من الاتفاقية، توصي اللجنة الدولة الطرف ببذل جميع الجهود اللازمة لحماية حق الطفل في الراحة والترفيه والأنشطة الثقافية والترويحية.

With regard to the right of the child to rest and leisure, as provided for in article 31, the State of Qatar is making every endeavour to promote the welfare and safeguard the rights of children by providing all the facilities needed for the development of their personalities in a sound and physically and mentally balanced manner.

67. The Committee draws the State party's attention to its general comment No. 17 (2013) on the right of the child to rest, leisure, play, recreational activities, cultural life and the arts.

The importance of accessibility was reiterated by that Committee in its general comment No. 17 (2013) on the right of the child to rest, leisure, play, recreational activities, cultural life and the arts (art. 31).

The Committee notes that insufficient attention has been given by States parties and others to the implementation of the provisions of article 31 of the Convention, which guarantees " the right of the child to rest and leisure, to engage in play and recreational activities appropriate to the age of the child and to participate freely in cultural life and the arts " .
تلاحظ اللجنة عدم كفاية الاهتمام الذي أولته الدول الأطراف وجهات أخرى لتنفيذ أحكام المادة 31 من الاتفاقية، التي تكفل " حق الطفل في الراحة ووقت الفراغ ومزاولة الألعاب والأنشطة الترويحية المناسبة لسنه، والمشاركة بحرية في الحياة الثقافية وفي الفنون " .

Article 19, protection of children from violence, Article 23, enjoyment of full and decent life. Article 24, enjoyment of the highest standard of health, Article 31, the right to rest and leisure. Article 27, no child shall be subjected to torture.

These are considered the four general principles which guide the implementation of all provisions of the Convention, including those of article 27 and of the many other provisions which are linked to the child's right to adequate housing (for example, article 24 on the right to health, or article 31 on the right to rest and leisure).

82. UNICEF indicated that sports were included in the Draft Education Policy Document (1994) as part of the education but no specific laws ensured the child's right to rest and leisure.
82- وأشارت اليونيسيف إلى أن الألعاب الرياضية ضمنت في مشروع وثيقة تتناول السياسة التعليمية (لعام 1994) وذلك كجزء من مناهج التعليم دون أن تكون هناك قوانين محددة تكفل حق الطفل في الراحة والترفيه(110).
