15 - تدعو منظمة التعاون والتنمية في الميدان الاقتصادي إلى إشراك حكومات الأقاليم المعنية في حوار بناء من أجل شطبها من قائمة الولايات القضائية الضارة في المجال الضريبي وتطلب إلى السلطة القائمة بالإدارة أن تساعد الأقاليم غير المتمتعة بالحكم الذاتي على حل هذه المسألة؛
