4. Encourages Governments, in particular those of the countries of origin and destination, to make available to the Special Rapporteur on the human rights of migrants information on violence against women migrant workers, with a view to requesting the Special Rapporteur to recommend concrete measures and actions to address the problem;

The most important direct measures used by home governments to facilitate, support and promote outward FDI are the following:

Governments of countries of origin should consider collaborating with countries of destination and engaging the support of appropriate international organizations in promoting the return on a voluntary basis of qualified migrants who can play a crucial role in the transfer of knowledge, skills and technology.
وينبغي أن تنظر حكومات البلدان اﻷصلية في التعاون مع بلدان المقصد والاستعانة بالمنظمات الدولية المناسبة من أجل تشجيع العودة الطوعية للعمال المهرة الذين يستطيعون أداء دور أساسي في نقل المعارف والمهارات والتكنولوجيا.

5. Also calls upon Governments, in particular those of the countries of origin and destination, to put in place penal and criminal sanctions in order to punish perpetrators of violence against women migrant workers and intermediaries, and redress and justice mechanisms that victims can access effectively, as well as to ensure that migrant women victims of violence do not suffer from revictimization, including by authorities;

Other services that home governments could provide include OFDI risk insurance and making SMEs aware of BITs and bilateral and regional free trade agreements that contain investment provisions.
وتشمل الخدمات الأخرى التي يمكن أن توفرها حكومات البلدان الأصلية التأمين ضد مخاطر الاستثمار الأجنبي المباشر المتجه إلى الخارج وتوعية المشاريع الصغيرة والمتوسطة الحجم بمعاهدات الاستثمار الثنائية واتفاقات التجارة الحرة الإقليمية التي تتضمن أحكاماً خاصة بالاستثمار.

Important drivers include improvements in the home country OFDI regulatory framework, capital account liberalization (relaxed exchange controls), signing of trade, investment and taxation treaties, and incentives (e.g. tax rebates and investment insurance for OFDI) by home governments.

(c) Governments of countries of origin, transit countries and countries of destination are urged to cooperate in reducing the causes of undocumented migration, safeguarding the basic human rights of undocumented migrants and preventing their exploitation;

(e) Governments of countries of origin are urged to facilitate the return of migrants and their reintegration into their home communities and to devise ways of using their skills.
