147- وقد أخـذت حكومات البلدان المتلقية تطبق بشكل متـزايد برامج للعمال المؤقتين لمواجهـة النقص في قوى العمل لديها.

It was recommended that Governments of receiving countries permit family reunification, facilitate the naturalization of long-term foreign residents and second-generation migrants, take measures to combat xenophobia and racism and adopt effective sanctions against those who organized illegal migration and those who knowingly employed undocumented migrants.
