115. Madagascar ratified the Convention Concerning the Protection of the World Cultural and Natural Heritage and the Convention for the Safeguarding of the Intangible Cultural Heritage in 1983.

In the area of culture, UNESCO has held regional meetings to promote the Convention for the Safeguarding of the Intangible Cultural Heritage and notes that masterpieces from Cuba, the Dominican Republic, Jamaica, Tonga and Vanuatu were among the first to be proclaimed as Masterpieces of the Oral and Intangible Heritage of Humanity.

15. It is recommended that UNESCO should intensify efforts to promote and support the recovery of indigenous heritage and the oral tradition and ancient writings of indigenous peoples with a view to recognizing them as heritage of humanity under the framework of the Convention Concerning the Protection of the World Cultural and Natural Heritage and the Convention for the Safeguarding of the Intangible Cultural Heritage.
15 - ويُوصى بأن تكثف اليونسكو جهودها لتشجيع ودعم استعادة تراث الشعوب الأصلية والتراث الشفوي، والكتابات القديمة للشعوب الأصلية، بغية الاعتراف بها بوصفها تراثا للبشرية في إطار الاتفاقية المتعلقة بحماية التراث الثقافي والطبيعي للعالم واتفاقية حماية التراث الثقافي غير المادي.

36. Regarding item 15 of the Programme of Action, UNESCO can report that progress was made over the past year through the first sessions of the governing bodies of the 2003 Convention for the Safeguarding of the Intangible Cultural Heritage, which entered into force in April 2006.

" Safeguarding " is defined as ensuring the viability of languages, including their identification, documentation, research, preservation, protection, enhancement, transmission (particularly through formal and non-formal education) and revitalization, as defined in article 2, paragraph 3, of the Convention for the Safeguarding of the Intangible Cultural Heritage.

6. UNESCO invited Canada to ratify the 2003 Convention for the Safeguarding of the Intangible Cultural Heritage, in order to bring its experience to the service of the international community.

35. A number of elements of intangible cultural heritage were inscribed on the lists of the Convention for the Safeguarding of the Intangible Cultural Heritage during the sixth session of the Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage, held in Bali, Indonesia, in November 2011.

At its thirty-first session, the General Conference recalled the specific mandate of UNESCO for the Safeguarding of Intangible Cultural Heritage and decided that it should be regulated by means of an international convention, a preliminary draft of which is to be submitted to the Conference at its thirty-second session, together with the present report.

42. Some participants called for the ratification and implementation of international standards, including International Labour Office (ILO) Convention No. 169 concerning Indigenous and Tribal Peoples in Independent Countries, the UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions, and the UNESCO Convention for the Safeguarding of Intangible Cultural Heritage.

UNESCO also stated that the Government of Brunei Darussalam had recently taken important steps towards protecting cultural rights through the ratification of the 1972 Convention Concerning the Protection of the World Cultural and Natural Heritage and the 2003 Convention for the Safeguarding of Intangible Cultural Heritage.
3- وذكرت اليونسكو أيضاً أن حكومة بروني دار السلام قد اتخذت مؤخراً خطوات هامة في سبيل حماية الحقوق الثقافية من خلال التصديق على الاتفاقية المتعلقة بحماية التراث الثقافي والطبيعي العالمي لعام 1972 واتفاقية حماية التراث الثقافي غير المادي لعام 2003(15).
