3. However, immediately following the 2010 document on the Middle East, it became clear that some of the organizing parties were reluctant to honour their obligations; they made negative statements that were inconsistent with the responsibilities that they had accepted. The Arab States wish to highlight a number of negative developments that eventually led to the present unacceptable situation:
3 - إلا أنه فور صدور وثيقة 2010 حول الشرق الأوسط لاحظت الدول العربية ترددا ملحوظا من بعض الأطراف المنظمة في الوفاء بالتزاماتها، بل وتصريحات سلبية تتعارض مع قبول الأطراف لمسؤولياتها، وتود الدول العربية أن تشير هنا إلى عدد من المؤشرات السلبية التي أدت في النهاية إلى الوضع الحالي غير المقبول وهي:

A large number of Security Council members expressed this view during the Council's last debate on the Middle East, on 21 April 2011.
وعبر عدد كبير من أعضاء مجلس الأمن عن هذا الرأي خلال المناقشة الأخيرة التي أجراها المجلس حول الشرق الأوسط في 21 نيسان/إبريل 2011.

2. To stress before the facilitator and organizers of the 2012 conference that the preliminary mobilization and preparations for the conference should comply with the parameters of the 2010 Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons and the 1995 Resolution on the Middle East;
2 - التأكيد على ميُسر ومنظمي مؤتمر 2012 حول إخلاء الشرق الأوسط من الأسلحة النووية وجميع أسلحة الدمار الشامل الأخرى أن يكون التحرك التحضيري للمؤتمر والإعداد له في إطار المرجعيات التي حددها مؤتمر مراجعة معاهدة عدم انتشار الأسلحة النووية لعام 2010، والقرار 1995 حول الشرق الأوسط.

(e) That implementation of the agreements reached in 2010 regarding the Middle East is one of the essential keys to the success of the 2015 Review Conference.
(هـ) التأكيد على أن تنفيذ ما تم الاتفاق عليه في 2010 حول الشرق الأوسط يمثل مفتاحا أساسيا لنجاح مؤتمر استعراض المعاهدة لعام 2015.
