The basic education subsystem is also organized into modalities, which are defined in article 26 of the Organic Law on Education as " variant forms of education aimed at persons who, because of their characteristics and the specific conditions of their integral development, including cultural, ethnic, linguistic and other aspects, require, permanently or temporarily, an adapted curriculum suited to the needs of the several educational levels.

33. Positive obligations of States are further emphasized in the requirement for States to take measures to create favourable conditions to enable persons belonging to minorities to express their characteristics and to develop their culture, language, religion, traditions and customs (art. 4, para. 2).
33 - ويجري التأكيد بصورة أكبر على الالتزامات الإيجابية للدول حيث يُطلب إلى الدول اتخاذ تدابير لتهيئة الظروف المواتية لتمكين الأشخاص المنتمين إلى أقليات من التعبير عن خصائصهم وتنمية ثقافتهم ولغتهم ودينهم وتقاليدهم وعاداتهم (الفقرة 2، المادة 4).
