GEF provides assistance to developing countries and countries with economies in transition to implement their national implementation plans under the Stockholm Convention.

The Secretariat suggested to the Committee that they might wish to provide guidance to the financial mechanism at the current session because GEF is in the process of establishing an operational programme specific to POPs and many countries had started to prepare their national implementation plans and would be seeking funding for follow up actions.

Encourages parties to use the new and revised guidance documents listed in the annex to the present decision when developing, reviewing and updating their national implementation plans;

The Committee had before it the documentation on the subject prepared by the Secretariat (see annex VII). The Secretariat noted that in response to the request by the Committee at its sixth session, it had prepared interim guidance to assist countries to develop their national implementation plans.
77 - كان معروضاً على اللجنة الوثائق المتعلقة بالموضوع التي أعدتها الأمانة (أنظر المرفق السابع). وأشارت الأمانة إلى أنه وفقاً للطلب الموجه من اللجنة في دورتها السادسة إلى الأمانة، فقد أعدت توجيهاً مؤقتاً لمساعدة البلدان في وضع خطط التنفيذ الوطنية الخاصة بها.

8. Pursuant to Article 7 of the Convention, within two years of the date on which the Convention enters into force for a Party, that Party must transmit to the Conference of the Parties an implementation plan. Consequently, two years after the entry into force of the Convention, that is, 17 May 2006, the first 50 Parties will be required to submit their national implementation plans.

(c) To agree on a process for the completion of guidance, in addition to the guidance for assisting countries in the preparation of their national implementation plans, on social and economic assessment and on the calculation of action plan costs;
(ج) الاتفاق على عملية لإكمال التوجيهات إضافة إلى التوجيهات لمساعدة البلدان في إعداد خطط التنفيذ الوطنية الخاصة بها بشأن التقييم الاجتماعي والاقتصادي وبشأن حساب تكاليف خطط العمل؛

Requests parties and others to provide comments to the Secretariat based on their experience in using the most up-to-date versions of guidance documents to assist parties in developing, reviewing and updating their national implementation plans, as listed in the annex to the present decision, on how to improve their usefulness;

In decision SC-5/14, the Conference of the Parties encouraged parties to use the existing guidance under the Stockholm Convention when developing, reviewing or updating their national implementation plans and to provide the Secretariat with comments on how to improve the usefulness of the guidance based on their experiences in using it.

The Group welcomed the efforts of UNIDO to optimize production and resources through the Transfer of Environmentally Sound Technology programme and to assist developing and transition economy countries in preparing their national implementation plans under the Stockholm Convention.
35- وأردف قائلاً إنَّ المجموعة ترحِّب بالجهود التي تبذلها اليونيدو لتحسين الإنتاج والموارد من خلال برنامج نقل التكنولوجيا السليمة بيئيا، ومساعدة البلدان النامية وبلدان الاقتصادات الانتقالية في إعداد خطط التنفيذ الوطنية الخاصة بها في إطار اتفاقية استكهولم.

The guidance for the review and updating of national implementation plans adopted at the first meeting of the Conference of the Parties identifies a series of internal and external factors to determine whether parties need to review and update their national implementation plans.

Stockholm Convention on Persistent Organic Pollutants: As documented in the study and in other sources, there is scope in GEF Operational Program 14 (OP#14) for undertaking foundational capacity work that has a broader application than just persistent organic pollutants (POPs), and countries should be encouraged to identify those opportunities and to reflect them in their national implementation plans and subsequent project proposals.

The Conference has before it notes by the Secretariat on technical assistance (UNEP/POPS/COP.1/16) and the compilation of comments received from Governments on areas and issues related to technical assistance identified when developing their national implementation plans (UNEP/POPS/COP.1/INF/17). .

The EU also appreciated the commitment of UNIDO to further developing its Resource Efficient and Cleaner Production programme, expanding its water management projects and strengthening assistance to developing and transition economy countries to prepare their national implementation plans in the framework of the Stockholm Convention.
27- وأعقب قائلاً إنَّ الاتحاد الأوروبي يُقدِّر التزام اليونيدو بالمضي في تطوير برنامجها المتعلق بزيادة نظافة الإنتاج وكفاءته في استخدام الموارد، وتوسيع مشاريعها لإدارة المياه وتعزيز مساعدتها للبلدان النامية والبلدان التي تمر اقتصاداتها بمرحلة انتقالية في إعداد خطط التنفيذ الوطنية الخاصة بها في إطار اتفاقية استكهولم.

Updating the gGuidance Recognizing that needs and circumstances will change over time at the global, regional, subregional and national levels, Parties are invited, when developing and implementing their national implementation plans as called for in Article 7 of the Convention, to identify areas and issues not covered in paragraph 10 above, for which they may require technical assistance, and to transmit thatis information to the Secretariat.
10- وإدراكاً من الأطراف أن الحاجات والظروف تتغير بمرور الزمن على الصعد العالمية والإقليمية ودون الإقليمية والوطنية، فإنها مدعوة، لدى قيامها بوضع وتنفيذ خطط التنفيذ الوطنية الخاصة بها بحسب ما تدعو إليه المادة 7 من الاتفاقية، إلى تحديد المجالات والقضايا التي لا تغطيها الفقرة 10 آنفا، والتي قد تحتاج بشأنها إلى مساعدة، وأن تحيل هذه المعلومات إلى الأمانة.

Use their national implementation plans under the Stockholm Convention as a basis for defining gaps in their chemicals management infrastructure for implementation of the Rotterdam Convention, and seek funding from GEF in their capacities as Parties to the Stockholm Convention to support their development of foundational capacities for sound chemicals management;
