While the draft regulations did not contain provisions of the Convention dealing with general principles and objectives of Part XI which are constitutional in character and not of a regulatory nature, a set of addenda were issued to it, some of which contain provisions that are relevant to processing of applications for approval of plans of work for exploration in accordance with Part XI and the Implementing Agreement.

Other than these references to the content of an application for approval of a plan of work for exploration and the content of a plan of work, the only documentation available for the consideration of the Legal and Technical Commission in the formulation of rules, regulations and procedures for the approval of applications for plans of work for exploration are the reports and recommendations of the Preparatory Commission.
٩ - وفيما عدا هذه اﻹشارات إلى محتوى طلب الموافقة على خطة العمل للاستكشاف ومحتوى خطة العمل، فإن الوثائق الوحيدة المتاحة لنظر اللجنة القانونية والتقنية في صياغة القواعد واﻷنظمة والاجراءات للموافقة على طلبات خطط العمل للاستكشاف هي تقارير وتوصيات اللجنة التحضيرية.

The Committee noted that, following and in accordance with, the 2012 authorization by the Assembly (ISBA/18/A/7, para. 8), the Secretary-General applied application fees recognized as miscellaneous income to meet part of the expenditure incurred in the financial period 2011-2012 for processing plans of work for exploration.
12 - ولاحظت اللجنة أنه عقب الإذن الممنوح في عام 2012 من الجمعية وعملا بذلك الإذن (ISBA/18/A/7، الفقرة 8)، طبق الأمين العام رسوم تجهيز طلبات حُددت بوصفها إيرادات متنوعة للقيام بجزء من النفقات المتكبدة في الفترة المالية 2011-2012 لتجهيز خطط العمل للاستكشاف.

13. The Committee took note of the report of the Secretary-General (ISBA/18/FC/5) on the status of fees for the processing of applications for approval of plans of work for exploration and related matters paid by applicants for contracts in 2011.
13 - أحاطت اللجنة علما بتقرير الأمين العام(ISBA/18/FC/5) عن حالة الرسوم المدفوعة لمعالجة طلبات الموافقة على خطط العمل للاستكشاف والمسائل ذات الصلة من جانب مقدمي طلبات الحصول على العقود في عام 2011.

16. The Council considered the report of the Secretary-General on the status of fees paid for processing of applications for approval of plans of work for exploration and related matters (ISBA/18/C/3).

(b) To authorize the Secretary-General to apply such miscellaneous income to the extent necessary to meet any overexpenditure incurred in the financial period 2011-2012 as a result of processing plans of work for exploration.

The balance, together with the interest earned thereon, has been maintained in a separate bank account pending a full accounting of all the expenditures incurred by the Preparatory Commission for the processing of the applications as well as the expenses incurred in processing applications for the approval of the plans of work for exploration submitted by former registered pioneer investors (see 1994 Agreement annex, sect. 1, para. 6 (a) (ii)).
