24. Particularly, the Special Investigation Service of RA has proceeded and put into circulation a package of legislative amendments about forming structural sections-departments in the Service.
24- ومن الجدير بالذكر أن دائرة التحقيقات الخاصة أعدت ونشرت مجموعة من التعديلات التشريعية تتعلق بإنشاء أقسام أو إدارات هيكلية في إطار الدائرة.

32. In addition, the Special Investigation Service has also recommended making periodical records on the cases over torture and on their proceedings.
32- وبالإضافة إلى ذلك، أوصت دائرة التحقيقات الخاصة بإعداد سجلات دورية للدعاوى المتعلقة بالتعذيب وإجراءاتها.

Lithuania noted that the Special Investigation Service conducted checks on draft legislation to determine its potential impact on the scope of corruption offences and to ensure that policymakers in relevant institutions took into account potential integrity and corruption risks.

23. Within the previous year the Special Investigation Service of RA has completed considerable work on investigation of the criminal cases over torture as well as on subjecting to responsibility the perpetrators of crime.
23- وأنجزت دائرة التحقيقات الخاصة في جمهورية أرمينيا، خلال العام الماضي، عملاً مهماً في التحقيق في الدعاوى الجنائية المتعلقة بالتعذيب، وكذلك في إخضاع مرتكبي الجرائم للمسؤولية.

30. The next step was the recommendation of Head of the Special Investigation Service of RA " On effective organization of investigation of criminal cases, initiated on the fact of torture " /11.03.2014/ that foresees undertaking measures for improvement of the quality of preliminary investigation over such crimes.
30- وتمثلت الخطوة التالية في إصدار رئيس دائرة التحقيقات الخاصة لجمهورية أرمينيا التوصية المؤرخة 11 آذار/مارس 2014 " بشأن التنظيم الفعال للتحقيقات في الدعاوى الجنائية القائمة على ارتكاب التعذيب " وهي التوصية التي تدعو إلى اتخاذ تدابير لتحسين جودة التحقيقات الأولية في هذه الجرائم.

33. One of the most important steps, undertaken by the Special Investigation Service of RA, for organization and fulfillment of effective investigations of cases is the guidebook elaborated by the Service that is on way of publishing.
33- ويمثل الكتيب الإرشادي الذي أعدته الدائرة، والذي هو بصدد النشر، إحدى أهم الخطوات التي اتخذتها دائرة التحقيقات الخاصة لجمهورية أرمينيا من أجل تنظيم وإجراء تحقيقات فعالة في الدعاوى.

21. The Special Investigation Service was founded in November 28, 2007 according to the Law of the Republic of Armenia " On the Special Investigation Service " .
21- أُنشئت دائرة التحقيقات الخاصة في 28 تشرين الثاني/نوفمبر 2007 بموجب قانون جمهورية أرمينيا " بشأن دائرة التحقيقات الخاصة " .

22. In other words, the Special Investigation Service is a specialized body that implements preliminary investigation of the criminal cases, incriminated to the officials, including the preliminary investigation of cases over torture and other cruel, inhuman and degrading treatment.
22- وبعبارة أخرى، تُعد دائرة التحقيقات الخاصة هيئة متخصصة تضطلع بالتحقيقات الأولية في الدعاوى الجنائية التي يتهم فيها مسؤولون، بما في ذلك التحقيقات الأولية في الدعاوى المتعلقة بالتعذيب والمعاملة القاسية واللاإنسانية والمهينة.

29. Besides, taking into consideration the difference of legislative and conventional descriptions of the 119th article of the Criminal Code of the Republic of Armenia and for the purpose of elimination of defects and provision balance with the Convention, the Special Investigation Service of RA has already made a suggestion to the Ministry of Justice of the RA about corresponding changes to the Criminal Code of RA.
29- كما أنه نظراً إلى اختلاف التفسير التشريعي عن التفسير التقليدي للمادة 119 من القانون الجنائي لجمهورية أرمينيا، ولأغراض التخلص من العيوب وتحقيق التوازن مع أحكام الاتفاقية، قدمت دائرة التحقيقات الخاصة بالفعل اقتراحاً إلى وزارة العدل في جمهورية أرمينيا بشأن التغييرات المقابلة المقترحة في القانون الجنائي لأرمينيا.
