Paragraph 4 of article 23 of the Minamata Convention on Mercury provides that the Conference of the Parties shall by consensus agree upon and adopt at its first meeting rules of procedure and financial rules for itself and any of its subsidiary bodies.

1. Article 7.2(k) of the Convention provides that the Conference of the Parties (COP) shall agree upon and adopt, by consensus, rules of procedure and financial rules for itself and for any subsidiary bodies.
١- تنص المادة ٧-٢)ك( من الاتفاقية على أن يتفق مؤتمر اﻷطراف على نظام داخلي وقواعد مالية له وﻷي من الهيئات الفرعية، وأن يعتمد ذلك النظام وتلك القواعد بتوافق اﻵراء.

In its paragraph 4, Article 23 of the Minamata Convention on Mercury provides that the Conference of the Parties " shall by consensus agree upon and adopt at its first meeting rules of procedure and financial rules for itself and any of its subsidiary bodies.... "
