Some ethnic and religious problems occur not only within one State but also between neighbouring States and have been aggravated by some governments' attempts to manipulate and stir up the ethnic aspirations of some groups.
وبعض المشاكل الإثنية والدينية لا تنشأ داخل دولة واحدة فحسب بل كذلك بين دول متجاورة، وتتفاقم بفعل محاولات بعض الحكومات استغلال وإثارة المطامح الإثنية لبعض المجموعات.

Whilst there was a suggestion that the definition of " international " be restricted to subparagraph (a) of draft article 1(2), the Working Group adopted the view that it was necessary to have additional criteria to cover a broad range of situations and ensure that the requisite " internationality " may be found in certain cases even if the two disputing parties had a place of business within one State.
118- وبينما أبدي اقتراح بحصر تعريف " الدولي " في الفقرة الفرعية (أ) من مشروع المادة 1 (2)، تبنّى الفريق العامل رأيا مفاده أن من الضروري ايجاد معايير اضافية لشمل نطاق واسع من الحالات وضمان امكانية توفر " الطابع الدولي " المطلوب في حالات معينة حتى اذا كان مقر عمل الطرفين المتنازعين يقع داخل دولة واحدة.
