10.2 The core function of the Foundation and its primary operative objective is to serve as an international facility to assist in strengthening national human settlement development programmes through the provision of seed capital and the extension of the technical and financial assistance necessary to permit the effective mobilization of domestic resources in support of the implementation of the Habitat Agenda.
