Having said that, let me conclude by assuring you that for India, establishing a programme of work remains the utmost priority, and we share with you a sense of forward movement that you recounted in your prefatory remarks today, particularly the useful discussions that we held in the first part of our annual session this year.

As highlighted in the message from the Secretary-General of the United Nations at the opening of our annual session, this year marks the twenty-fifth anniversary of the first special session of the General Assembly devoted to disarmament. We share the Secretary-General's hopes regarding the need to inject a new sense of purpose into the disarmament process.
وفقاً لما أبرزته رسالة أمين عام الأمم المتحدة في بداية دورتنا السنوية نحتفل هذا العام بمرور 25 عاماً على انعقاد الدورة الخاصة الأولى للجمعية العامة في مجال نزع السلاح ونشارك الآمال بشأن ضرورة إعادة تفعيل كافة الجهود الجادة المعنية بهذا الموضوع.

There is one remaining short statement which I will want to go on record with, and that is the following sentence: " I have concluded that there is an absence of consensus on the establishment of any particular subsidiary body or its mandate in the first two weeks of our annual session. "

With respect to the General Assembly in particular, our President -- whom I wish warmly to congratulate on his election to his important post -- undertook a certain number of initiatives aimed at revitalizing our annual session, in order to give it once again the central place it should occupy as the primary venue for meetings, debates and stock-taking.

In this context, and as I am deeply convinced of the need for the Conference to adapt to its international environment, I intend to organize an informal session on the theme that the United Nations SecretaryGeneral, Mr. Kofi Annan, identified in his message on the opening of our annual session: " emerging threats and challenges, such as new forms of terrorism and their potential impact on proliferation of weapons of mass destruction " .
وفي هذا السياق، فإنني على قناعة تامة بضرورة أن يتكيف المؤتمر مع بيئته الدولية، واعتزم تنظيم جلسة غير رسمية تكرّس للموضوع الذي حدده الأمين العام للأمم المتحدة في رسالته بمناسبة افتتاح دورتنا السنوية وهو: " التهديدات والتحديات الناشئة، مثل أشكال الإرهاب الجديدة وانعكاساتها المحتملة على انتشار أسلحة الدمار الشامل " .
