وبموجب المادة ٢١، يجوز ﻷي دولة طرف في الاتفاقية أن تعلن في أي وقت أنها تعترف باختصاص لجنة منهاضة التعذيب في أن تتلقى بلاغات تفيد بأن دولة طرفا تدعي بأن دولة طرفا أخرى لا تفي بالتزاماتها بموجب الاتفاقية وفي أن تنظر في تلك البلاغات.

1. A State party to the present Protocol may, at any time, declare that it recognizes the competence of the Committee to receive and consider communications in which a State party claims that another State party is not fulfilling its obligations under:
1- يجوز لأي دولة طرف في هذا البروتوكول أن تعلن في أي وقت، أنها تعترف باختصاص اللجنة لتلقي رسائل تدعي فيها دولة طرف أن دولة طرفا أخرى لا تفي بالتزاماتها بموجب:

" Norway recognises the competence of the Human Rights Committee referred to in Article 28 of the Covenant to receive and consider communications to the effect that a State Party claims that another State party is not fulfilling its obligations under the Covenant.
" تعترف النرويج باختصاص اللجنة المعنية بحقوق الإنسان المشار إليها في المادة 28 من العهد بتلقي رسائل تدعي فيها دولة طرف أن دولة طرفا أخرى لا تفي بالتزاماتها بموجب العهد، وبالنظر في هذه الرسائل.

(i) Article 10 of the Optional Protocol provides that a State party may declare that it recognizes the competence of the Committee to receive and consider communications to the effect that a State party claims that another State party is not fulfilling its obligations under the Covenant;
