Many of these criminals subsequently participated in some of the counterrevolutionary organizations promoted by the United States Government itself -- which are engaged in carrying out armed aggression and terrorist acts against Cuba -- and most of them fled with funds and other property stolen from the public treasury; as has been mentioned, these were never returned to the Cuban State.

إن الحصار الاقتصادي والتجاري والمالي الذي تفرضه الولايات المتحدة الأمريكية على جمهورية كوبا ما برح منذ أكثر من 50 عاما يعوق التنمية في دولة كوبا ذات السيادة التي لها الحق غير القابل للتصرف في اختيار نظامها السياسي والاقتصادي والاجتماعي والثقافي.

33. The economic, trade and financial embargo imposed by the United States against Cuba prohibits commercial, monetary and financial transactions between the United States on the one hand and Cuba and its nationals on the other and freezes all the assets of nationals or the State of Cuba in the territory of the United States.
