In response, it was observed that the proposed text had been crafted broadly to avoid including details that might conflict with other regulations and that it was the understanding of the proponents that the guide would specify that the provisions were subject to applicable regulations in each enacting State.

While each enacting State will need to decide to what extent special identifier rules are needed for particular cases, possible examples include a secured creditor that is subject to insolvency proceedings, a trustee and a representative of a deceased person.
