32. The progress achieved during the two years that have elapsed since the establishment of UNAVEM III clearly demonstrates the vital role played by the United Nations, in close collaboration with the three observer States.
٣٢ - إن التقدم المحرز خلال السنتين اللتين انقضتا منذ إنشاء بعثة اﻷمم المتحدة الثالثة للتحقق في أنغولا يظهر بوضوح الدور الحيوي الذي أدته اﻷمم المتحدة، بالتعاون الوثيق مع دول المراقبة الثلاث.

However, my Special Representative and the representatives of the observer States are of the view that this should take place within the month of October, if necessary with special arrangements to be agreed upon between the parties.

On 22 August, the representatives of the three observer States issued a statement urging the Angolan parties to work vigorously towards the fulfilment of their commitments.
وفي ٢٢ آب/أغسطس، أصدر ممثلو دول المراقبة الثلاث بيانا يحثون فيه الطرفين اﻷنغوليين على العمل بحماس من أجل الوفاء بالتزاماتهما.

I arrived in Luanda on 22 March and held consultations with my Special Representative, Prime Minister Van-Dunem and Foreign Minister de Moura, as well as with the representatives of the three observer States and the heads of the Government and UNITA delegations to the Joint Commission.

٦ - ونظرا لتضارب الادعاءات الصادرة عن الحكومة ويونيتا، قرر ممثلي الخاص أن يوفد الى المنطقة بعثة لتقصي الحقائق، يرأسها رئيس عمليات بعثة اﻷمم المتحدة الثانية للتحقق في أنغولا، وتتألف من رئيس مراقبي الشرطة التابعين للبعثة وممثل عسكري واحد عن كل دولة من دول المراقبة الثلاث.

7. Once agreement is reached on the specific principles as well as on the modalities pertaining to national reconciliation, the remaining items on the agenda will be discussed, namely the future mandate of the United Nations and the role of the three observer States, the conclusion of the electoral process and the re-establishment of a national administration throughout the country.
٧ - وبمجرد التوصل الى اتفاق على المبادئ المحددة فضلا عن الطرائق المتصلة بالمصالحة الوطنية، ستجري مناقشة البنود المتبقية في جدول اﻷعمال، أي الولاية المقبلة لﻷمم المتحدة، ودور دول المراقبة الثلاث، وإنهاء عملية الانتخابات، وإعادة إرساء إدارة وطنية في سائر أرجاء البلد.

The plan, which was endorsed by the Government and UNITA, as well as by the observer States on 19 May, envisaged full normalization of State administration by 31 May 1998 in the four localities mentioned above, strict verification of the alleged presence of UNITA elements throughout the country, the cessation of hostile propaganda in the Government mass media and an end to the harassment of UNITA members by the Angolan National Police (ANP).
