(a) Mr. David Weissbrodt presented a working paper on the rights of non-citizens (E/CN.4/Sub.2/1999/7 and Add.1).
(أ) قدم السيد ديفيد فايسبروت ورقة عمل بشأن حقوق غير المواطنين (E/CN.4/Sub.2/1999/7 وAdd.1).

The attention of the working group was drawn to a statement made before the SubCommission on the Promotion and Protection of Human Rights in 2002, in which SubCommission expert David Weissbrodt had described the challenges posed by international trade law and trade arbitration mechanisms to human rights law and principles.

3. Takes note of the working paper submitted by Mr. David Weissbrodt (E/CN.4/Sub.2/1999/7 and Add.1) and endorses the conclusions contained therein, including with regard to the importance of undertaking an updated study on the rights of non-citizens;

26. Expresses its appreciation to Mr. David Weissbrodt and AntiSlavery International for their working paper containing a consolidation and review of the conventions on slavery and for the executive summary of that paper (E/CN.4/Sub.2/AC.2/1999/6);

40. At the present session, the Sub-Commission will have before it the working paper on the draft norms as well as a commentary thereon prepared by Mr. David Weissbrodt (E/CN.4/Sub.2/2003/12 and E/CN.4/Sub.2/2003/38, respectively).

Pursuant to a request contained in paragraph 2 of Sub-Commission resolution 2001/3, the SubCommission, at its fifty-fourth session, had before it a note by the secretariat transmitting research documents by Mr. Asbjørn Eide and Mr. David Weissbrodt on transnational corporations (E/CN.4/Sub.2/2002/11).
36- وعملاً بالطلب الوارد في الفقرة 2 من قرار اللجنة الفرعية 2001/3، عرضت على اللجنة الفرعية في دورتها الرابعة والخمسين مذكرة من إعداد الأمانة تحيل فيها وثائق البحوث التي أعدها السيد أسبيورن إيدي والسيد ديفيد فايسبروت بشأن الشركات عبر الوطنية (E/CN.4/Sub.2/2002/11).

28. Pursuant to a request contained in paragraph 2 of Sub-Commission resolution 2001/3, the SubCommission, at the present session, will have before it a note by the secretariat transmitting research documents by Mr. Asbjørn Eide and Mr. David Weissbrodt on transnational corporations (E/CN.4/Sub.2/2002/11).
28- وعملاً بالطلب الوارد في الفقرة 2 من قرار اللجنة الفرعية 2001/3، ستعرض على اللجنة الفرعية في دورتها الحالية مذكرة من إعداد الأمانة تحيل فيها وثائق البحوث التي أعدها السيد أسبيورن إيدي والسيد ديفيد فايسبروت بشأن الشركات عبر الوطنية (E/CN.4/Sub.2/2002/11).

Recalling also its decision 2000/103 of 1 August 2000 to appoint Mr. David Weissbrodt as Special Rapporteur on the rights of non-citizens, with the task of preparing a comprehensive study of the rights of non-citizens, and requesting him to submit a preliminary report to the SubCommission at its fifty-third session, a progress report at its fifty-fourth session and a final report at its fifty-fifth session,
وإذ تشير أيضاً إلى مقررها 2000/103 المؤرخ 1 آب/أغسطس 2000 بتعيين السيد ديفيد فايسبروت مقرراً خاصاً معنياً بحقوق غير المواطنين، مكلفاً بمهمة إعداد دراسة شاملة لحقوق غير المواطنين، والذي طلبت منه فيه تقديم تقرير أوَّلي إلى اللجنة الفرعية في دورتها الثالثة والخمسين، وتقرير مرحلي في دورتها الرابعة والخمسين وتقرير نهائي في دورتها الخامسة والخمسين،

12. Mr. David Weissbrodt submitted a working paper (E/CN.4/Sub.2/1999/7/Add.1) to the SubCommission at its 1999 session in which he analysed the implications of the presence of questions, ways of overcoming impediments to ratification of the International Convention on the Rights of All Migrant Workers and Members of Their Families.
12- وقدم السيد ديفيد فايسبروت إلى اللجنة الفرعية في دورتها لعام 1999 ورقة عمل (E/CN.4/Sub.2/1999/7/Add.1) حلل فيها الآثار المترتبة على وجود أشخاص غير مواطنين في دولة ما، وما يمارس ضد مثل هذه المجموعات من تمييز، وتناول، في جملة مسائل أخرى، سبل التغلب على العوائق القائمة أمام تصديق الاتفاقية الدولية المتعلقة بحقوق جميع العمال المهاجرين وأفراد أسرهم.

78. At its fiftieth session, the Sub-Commission, in its decision 1998/103, taking into account the suggestion of the Committee on the Elimination of Racial Discrimination concerning the preparation of a study on the rights of noncitizens (see E/CN.4/Sub.2/1997/31, annex), decided to entrust Mr. David Weissbrodt with the preparation of a working paper on the rights of persons who are not citizens of the country in which they live.
78- قررت اللجنة الفرعية، في مقررها 1998/103 الذي اعتمدته في دورتها الخمسين، آخذة في اعتبارها اقتراح لجنة القضاء على التمييز العنصري فيما يخص إعداد دراسة عن حقوق غير المواطنين (انظر الوثيقة E/CN.4/Sub.2/1997/31، المرفق)، تكليف السيد ديفيد فايسبروت بإعداد ورقة عمل عن حقوق الأشخاص غير المواطنين في البلد الذي يعيشون فيه.
